MAYOR’S OPENING STATEMENT
Mayor Sammons reviewed the minutes from the 1875 minute book, a gift from Mrs. Marjorie Burress. Mayor Sammons reviewed where the meetings were held and the history of this "Council Book".

MINUTES:
Mr. Nunnery moved that the March 25, 2012 Minutes be accepted. Mr. Boll seconded the motion. Motion carried 100%.

TREASURER’S REPORT:
Mrs. Romweber made motion to pay the bills. Mr. Boll seconded the motion. Motion carried 100%.

MAINTENANCE SUPERVISOR’S REPORT:
Mr. King reported the department repaired and then put the William Henry Harrison sign back at Miami and Brower. They started removing the bushes on US50 at the North Bend sign and along the sidewalk. The ditches and the guard rails in the Village were sprayed with weed killer and the mulching around the building and the park was finished. The curbs at St. Annes were weed-eated and then sprayed with weed killer.
The department cleaned up the leaves and trash around Taylor High School and in the Village during spring break.
Kraus Services cut down the 2 trees on Symmes and a Hidden Drive sign was replaced on Cliff Road.
Mr. King reported the dumpster had been delivered for the Spring Clean up.
Mayor and Mr. King rode the Village and marked poles for placement of Christmas décor based on electric service available.

Mr. King had broken concrete placed in the depression at St. Annes. This came from the H20 line installation along US50. Someone asked who is responsible for spraying weeds on US50 median. Terry will coordinate with the County.

POLICE REPORT
Sgt. Boeing reported there were 47 calls made in March. There are 5 active cases with the detectives and all are still open.
Mrs. Romweber asked why North Bend police reports are not published in the Western Hills Press. Sgt. Boeing will check on this.

GUESTS:
Mr. Don Marshall gave a presentation on Aggregation and he provided a handout.
Mr. Welch said there are lots of these programs being offered. This is an" opt out" program – currently "electric only" as gas rates are currently low across the board – but it’s up to council.

FIRE REPORT:
Chief Ober reported there were 3 fire runs in March and 12 EMS runs. The department is conducting inspections and all is going ok.
Chief Ober reported a big house fire in Addyston on April 29. The house was unoccupied.

THREE RIVERS SCHOOL DISTRICT:
E-mail information received from the school district said the Prom was this coming Friday and bus boarding would be approximately 6:30 P.M.

COMMITTEES:
Finance

Light, Water and Sewer
Mr. Nunnery reported of the construction of a new H20 line in the Village. It will take 90 days to complete expanding from an 8" to 12" main.

Maintenance
Mr. Hartoin recommended buying a trailer for village equipment.
Mr. Hartoin reported there now be a minimal cost for salt loading. We will pay 12 ½% of the yearly charge along with the County, Township and the school district. It will be approximately $1000 a year.
The council hall renovation is waiting on Hamilton County approval – there is a meeting tomorrow at 4:00 P.M. with the County.
Mr. Hartoin had a question for Mr. King about sidewalk cleanup along US50.
Mr. Hartoin said the old dump truck (1990) will be advertised for sale. Mr. Welch made the motion to accept Ordinance No. 2012-04 Authorizing Sale of Village Personal Property. Mrs. Romweber seconded the motion. Motion carried 100%.

Mr. King was requested by Cleves to ask Council about their (Cleves) request for "Trading Services with Cleves" – Council asked for more clarification but the inclination is no.

Police & Fire
Mr. Boll reported there was a Neighborhood Watch meeting scheduled for May 17 at 7:00 P.M.

Planning & Zoning

Law & Ordinance
Mr. Moorman reviewed the background of Resolution No. 2012-11 and Ordinance No. 2012-02 and Ordinance No. 2012-03
Mrs. Romweber made motion to declare Ordinance No. 2012-03 an emergency. Mr. Welch seconded the motion. Motion carried 5 yeas, 1 nay. (Mr. Nunnery)
Mr. Moorman made motion to accept Ordinance No, 2012-03 Amending and Revising Title 3 of the North Bend Revised Code Entitled Property Maintenance Code. Mr. Welch seconded the motion. Motion carried 5 yeas, one nay (Mr. Nunnery).
Mrs. Romweber made motion to declare Ordinance No. 2012-02 an emergency. Mr. Welch seconded the motion. Motion carried 5 yeas, 1 nay (Mr. Nunnery).
Mr. Moorman made motion to accept Ordinance No. 2012-02 Ordinance Establishing Policy on Rental Units and Permits. Mr. Welch seconded the motion. Motion carried 5 yeas, 1 nay (Mr. Nunnery).
Mr. Moorman made motion to accept Resolution No. 2012-11 Authorizing the Mayor to retain a Property Maintenance Code Enforcer and Residential Rental Unit Inspector. Mr. Welch seconded the motion. Motion carried 5 yeas, 1 nay (Mr. Nunnery).

Beautification
Mrs. Romweber reported she and Terry King visited the North Bend sign area and Mrs. Romweber proposed landscaping for the area. Mrs. Romweber will discuss with the Beautification Committee.
Mrs. Romweber will look into fundraising at the next Beautification Committee meeting.

COUNCIL OLD BUSINESS:
Mrs. Romweber sent 3 letters for property maintenance to long term offenders. She spoke with one owner and told her they have 30 days to fix the violations (262 and 264 Three Rivers Parkway and 11 Woodruff). 262 and 264 update – Mrs. Romweber recommends working through Mr. Dick Weber.
There was discussion on water over US50 from the hillside. Currently the State is going to put up a "Danger – Ice on Roadway" sign.

There was discussion on placing a berm along the road to divert the water.
Progress on Council Chambers renovation was discussed.
Mrs. Romweber sent 2 additional violation letters and has had one response to the Mayor. Mr. Stevens said he will conform.
Mr. Reichert discussed court procedures regarding property maintenance issues.
Mayor Sammons said sunset Avenue (both sides) is zoned M-1.

LAW DIRECTOR OLD BUSINESS:
Mr. Reichert contacted the State of Ohio re the hillside stabilization but due to vacation issues he will follow up.
Mr. Reichert received a letter from the Addison’s attorney for a court date of May 22nd regarding Lakeview. Mr. Reichert will follow up with the Addison’s attorney.

LAW DIRECTOR NEW BUSINESS:
Mr. Reichert discussed his negotiation with Colonel Hoffbauer resulting in Resolution No. 2012-12, an addendum to our current police contract. Discussion followed. Mr. Welch said he would have voted no on the original police contract and vote no tonight due to no income stream to support it. Mayor Sammons said from a funding perspective he agrees, but the Sheriff’s Budget cut and it moved downhill to the village level. Mayor Sammons discussed inside/outside millage but he does not want to impose this but rather suggests considering a police levy this November. Mr. Welch said we just signed (last year) a 4 year contract at $60,000 and suggested less than a 4 year contract. Mr. Moorman says a 4 year contract freezes our outlay for at least that time frame. Mr. Moorman suggested examining a more subjective way of determining our fair share of the police costs. Mayor Sammons discussed the 4 year phase in the program of Hamilton County subsidizing the cost. Mr. Welch commented on the unclear amount of coverage.
Mrs. Romweber suggested no voting tonight. Mr. Reichert says we have an ongoing contract through 2014. Mr. Hartoin said it’s a good value and we just need to figure out how to pay for it and said we have time to explore a levy. Mr. Nunnery said we need to find a way to pay for it.
Mayor Sammons reviewed current service and proposed coverage. Mr. Welch asked for Miami Township to confirm the coverage.
Mr. Hartoin made motion to accept Resolution No. 2012-12 Authorizing an amendment to the agreement with Miami Township for Police Protection Services. Mr. Boll seconded the motion. Motion carried 4 yeas, 2 nays (Mr. Welch and Mrs. Romweber).
