Mayor Rolfes opened the meeting with the Pledge of Allegiance.

MINUTES:

Mr. Seifert moved that the March Minutes be accepted as written. Mr. Welch seconded the motion. Motion carried 100%.

TREASURER'S REPORT:

Mr. Welch moved to accept the Treasurer's Report.

Mrs. Seifert seconded the motion. Motion carried 100%.

Mr. Simpson moved that the Clerk/Treasurer be authorized to pay the bills. Mrs. Romweber seconded the motion. Motion carried 100%.

MAINTENANCE SUPERVISOR'S REPORT

Mr. Gillespie reported that the maintenance department has supervised the installation of the surveillance cameras added notification signs for the cameras, and reseeded the ditch for the electrical work.

They removed gravel on Shady Lane. New shades were installed in the office. The department replaced basketball nets in the park and repaired the bucket on the tractor.

Mr. Gillespie announced that the large dumpsters will be here for the two week Village clean up. The department worked with with Cleves Water Works regarding the water leak at Symmes and Taylor. Mr. Gillespie will attend a Worker�s Comp. Seminar on May 23 that will provide a discount for the Village insurance premium.

POLICE REPORT:

Sgt.Hrnyak reported that in March 2006 there were 47 details in the Village. Eleven of those were from 154 Miami Avenue included the rape mentioned at the last Council meeting.

Three of the cases were assigned to the Sheriff�s CIS division and have been closed out.

He reported that the Easter Sunday tanker leak was handled well by the Fire Department.

FIRE REPORT:

Deputy Chief Steve Ober reported that in March there were 51 fire details in the Township of which 1 was in the Village.

The April tanker car leak incident lasted two and a half hours. Evacuation was ordered as a precautionary measure.

Mayor Rolfes commended the Police and Fire Departments and council members Alan Montague and Terry Simpson for their help in the effort.

MAYOR'S OLD BUSINESS:

Mr. Welch set up a Finance Committee meeting for 6:00 P.M. May 17, 2006 to discuss the options for the 5 Mill replacement levy that expires 12/31/06.

Mr. Welch moved that a resolution be passed to request that the Hamilton County auditor's office certify the dollar amount for the replacement levy in the amount of 1 Mil.

Mr. Seifert seconded the motion. Resolution 2006-01 carried 100%.

COMMITTEES:

Finance

Light, Water and Sewer

Mr. Nunnery said he would like to ratify with an ordinance a new updated Solid Waste Management plan written by Hamilton County by June 19th as required. He suggested that that the village adopt this ordinance during the May 22nd council meeting. Mr. Nunnery reported he is still working on the water issue on Rt. 50. He said Addyston will supply a list of residences and businesses for whom they supply water.

Maintenance

Mr. Seifert reported that the Washington Avenue project will begin the second week of May. We will use Westside Paving. Citizens will be informed ahead of time before the project begins.

Mr. Seifert explained that the Village will receive a $129,840.00 SCIP Grant and $32,000.00 CDBG for Post Avenue to be completed in 2006. The Village would pay $16,300.00 for JMA Engineering and $460.00 of the remaining costs. Mr. Seifert moved that we proceed with the Post Avenue project in 2006. Mr. Welch seconded the motion. Motion carried 100%.

Mr. Seifert said we will wait until 2007 to get grant dollars to fix Cliff Road. Mayor Rolfes suggested that Doug work with JMA to resubmit for the grant for Cliff Road in 2007.

Police

Mr. Simpson reported that he, Paul Manning and Matt Rohrkasse helped open the administration building for the evacuation from the leaking tanker. Tim Engle and Kyle Simpson also helped put up signs and barricades for the incident. He suggested the Village order signs to have on hand should we have another similar situation. He also suggested that an administration key be put in the Knox Box for the Fire Department in case an incident like this one happens again and no council member is available.

Mr. Seifert moved that the Village purchase the Lock Box (around $200).

Mr. Montague seconded the motion. Motion carried 100%.

He also announced that the Taylor High School Alumni Chorus has their spring program Friday and Saturday April 28 and 29 at 7:30 P.M. He said the "best voice" was our village secretary June Rininger and recommended we all attend.

He also pointed out that there are over 200 plus tires at Hahn Automotive. Mr. Montague said he would talk to Mr. Hahn about removing them.

Planning and Zoning

Mr. Montague reported that Zoning and Planning would meet at 7:00 P.M. on Wednesday May 17, 2006. He reported that there was a new plan drawn by the landscaper for the Public Riverview Park in the Eagle�s Cliff area in Aston Oaks.

The landscaper hired by Mr. Niehaus spoke briefly about the changes including the location to make the overlook handicap accessible.

It would be voted on at the Zoning and Planning meeting in May.

Law & Ordinance

Mrs. Romweber said her committee had a meeting on March 30, 2006 on the revised Rules for the Park. The solicitor Mr. Jim Reichert had looked over the proposed rules.

The Property Maintenance Code was patterned after the Springfield Township Code. It was decided that Mr. Montague would act as the agent and notify the people in advance of non-compliance. Following Mr. Montague�s notification if property is not brought to compliance Hamilton County would be notified to follow up.

It was recommended that these 2 Ordinances be reviewed by Council and voted upon at the May Council meeting.

COUNCIL NEW BUSINESS:

Mr. Seifert moved that Council vote to purchase the new John Deere tractor at

$16,489.87.

Mr. Montague seconded the motion. Motion carried 100%.

SOLICITOR NEW BUSINESS:

The solicitor was asked to look into the Adelphia Bankruptcy. Because Adelphia does not owe the Village any monies, no further action will be taken.

MAYOR�S NEW BUSINESS:

Mr. Montague moved that Council change the date of the May meeting to May 22 to avoid the Memorial Day holiday.

Mr. Seifert moved that the April meeting of the North Bend Council be adjourned.

Mr. Simpson seconded the motion. Motion carried 100%. Meeting adjourned.
