Members Present: Mayor Mr. Rolfes Law Director Mrs. Rentz Clerk Ms. Ross Councilpersons Mr. Nunnery, Ms. Romweber, Mr. Simpson, Mr. Albu Mr. Seifert and Mr. Montague Maintenance Mr. Gillespie Supervisor Mr. Rolfes opened the meeting with the Pledge of Allegiance. MINUTES: Mr. Albu moved that the minutes be approved as corrected. Mr. Seifert seconded the motion. Motion carried 100%. TREASURER’S REPORT: The Treasurer’s Report was reviewed. Mr. Albu moved to accept the March 2004, Treasurer’s Report. Mr. Montague seconded the motion. Motion carried 100%. Mr. Albu moved that we pay Village bills. Mr. Simpson seconded the motion. Motion carried 100%. POLICE REPORT: Officer Greet reported that he sent Mr. Simpson the requirements for No Parking signs. Mr. Simpson distributed copies to Council. Officer Greer reported that he checked out a complaint from a citizen that a vehicle was parked illegally in the parkway. He reported that the vehicle was legally parked. He said there have been several assaults reported in the Village. However, he reported that some of the problem citizens have moved out of the area. FIRE REPORT: Chief Ober reported that there was not much activity for the Fire Department in March. There were 22 fire details of which 2 were in the Village of North Bend. One was an auto accident at Symmes and U.S. 50 with no serious injuries. The other was an assist to the life squad for an individual struck at Taylor High School after school hours. There were 67 EMS details of which 5 were in the Village. He also reported in mid May they would be checking hydrants and would finish in June. He reported that the fire department would go door to door to advise citizens. COUNCIL OLD BUSINESS: Mr. Seifert moved that Council vote to deny the proposed CRA. Mr. Montague seconded the motion. Speakers were limited to 5 minutes; Mr. Carl Rosskopf gave Council revised financials. Mr. John Niehaus spoke to support the CRA. Mr. Tony Romweber spoke to deny the CRA. Mr. David Ziegler spoke to support the CRA. Mayor Rolfes called the vote. Motion carried 100% to deny the CRA. SOLICITOR OLD BUSINESS: None MAYOR’S OLD BUSINESS: Mayor Rolfes reported that our solicitor had reviewed the legal ramifications to donate our Village documents to the Historical Society. Because of the complicated process as well as the possible loss of documents to the Ohio Historical Society, it was decided not to consider this option. COMMITTEES: Maintenance Mr. Seifert reported that he has ordered 40 council chairs and they will be delivered in 4-6 weeks. Maintenance Supervisor Gillespie reported that he is working with Delhi Pest Control. Delhi Pest Control has determined we have flying ants and not termites. It was also reported that Delhi Pest Control has not yet provided us with a new contract. Mr. Gillespie also reported that the carpets were cleaned, grass was cut, weeds behind the barn were removed. He announced the dumpster will be available for two more weeks for the citizens to use at no cost. Citizens can dump approved trash as defined as everything but oil, paint, freon or tires. Mr. Seifert reported he attended a two-day Ohio Bureau of Workers Compensation meeting. He reported we would get a discount on our experience rating because he attended. Mr. Seifert scheduled a Maintenance meeting for 6:00 P.M. on May 10th, 2004. Finance Mr. Albu scheduled a budget meeting for May 10th, 2004, at 7:00 P.M. in Council Chambers to do the preliminary 2005 Village Budget. All Council is scheduled to attend. Planning & Zoning Mr. Montague reported that the Zoning and Planning Committee met on April 21, 2004. He mentioned that Dwayne Means has requested that the zoning on his parcel on U.S.50 be changed from R3 to B2 to allow a business. The vote on this change will occur at our rescheduled Council meeting on May 24, 2004. The next Zoning and Planning meeting will be May 19th, 2004, to discuss a change in zoning requested for the former Rainbow Day Care owners wish to change the facility into an auction house. COUNCIL NEW BUSINESS: Mr. Seifert reported that MSD reported that the EMHNT project is 60% designed for the northern right of way of US 50. He will review the utility locations in the area of Shady Lane to Rohrer’s on US 50. SOLICITOR’S NEW BUSINESS: Mrs. Rentz read the second reading by title only concerning the storm water ordinance Ordinance No. 2004-09, that must be adopted by May 17, 2004. She announced that the third and final reading would be May 10, 2004, between the Maintenance and Finance Meetings around 7:00 P.M. Council will vote on the Ordinance on May 17, 2004, to meet the May 17 requirement. MAYOR’S NEW BUSINESS: Mayor Rolfes reported that our insurance company has requested that we formally adopt the policies and procedures in use by Hamilton County for our Village. The Village mirrors the Hamilton County policies currently. Mr. Seifert made the motion. Mr. Simpson seconded the motion. Motion carried 100%. Mayor Rolfes will send the letter to the village insurance carrier stating adoption of Hamilton County Policies and Procedures. Mayor Rolfes announced that due to the Memorial Day holiday, the next council meeting would be Monday, May 24, 2004 at 7:00 P.M. Mayor Rolfes reported that state liquor permits would be up for renewal in June. He said the Village only has one permit, which is Rohrer’s. There was no objection to the renewal. OPEN TO THE FLOOR Mr. Dennis Sizemore requested that Council continue to put pressure on ODOT to place a traffic light at Shady Lane and US 50 where numerous accidents have occurred including his daughter and a neighbor. He encouraged Council and citizens to continue their efforts on this critical intersection. Mr. Simpson thanked the citizens for attending Council and the people who proposed the CRA for the time they put into the proposal. Mr. Montague agreed. EXECUTIVE SESSION Mr. Montague moved to enter into executive session. Mr. Albu seconded the motion. Council returned and resumed regular session. Mr. Albu moved that we pay $169.00 to Maureen Glacken for consultant’s fees regarding the Clerk/Treasurer transition. Mr. Montague seconded the motion. Motion carried 100%. ADJOURNMENT Mr. Albu moved that the meeting be adjourned. Mr. Montague seconded the motion. The Motion carried 100%.
