REGULAR MEETING MINUTES

Mayor Simpson opened the regular meeting at 7:00 P.M. March 26, 2008 with the Pledge of Allegiance.  Clerk/Treasurer called the roll.  All Council members, the Solicitor, Mayor and Clerk Treasurer were present. Mr. Boll was absent.  

MINUTES
Mr. Welch moved that the March Minutes be accepted as corrected. Mr. Sammons seconded the motion.  Motion carried 100%.

TREASURER’S REPORT
Ms. Ross reported that the Village received the advance of $121,000 of the 2007 1st half Real Estate taxes that were collected in January 2008.  She reported that she purchased a 3 month CD for $100,000 with 3.3% interest.
Motion to pay bills made by Bill Welch.  Motion seconded by Mrs. Romweber.  Motion passed 100%.

GUESTS
Proclamation – The Mayor read the Proclamation for A.B.A.T.E. of Ohio – “Motorcycle Awareness Month in Ohio.

MAINTENANCE SUPERVISOR’S REPORT
Supervisor Gillespie reported the department has had a busy month.
They’ve been filling in potholes throughout the Village.
They’ve been spraying weed killer along the guardrail on US50.  The department has fertilized the grass at the park and around the Municipal building as well as cutting the grass and trimming.
They replaced the basketball rims and put up new nets.
There were two storm drains clogged on Brower Road.  They were clogged under the street to the ditch next to the railroad tracks.  Tri State Liquid Waste cleaned it out.  The ditch needs cleaned out also, but it is on railroad property.
Mayor Simpson said regarding the mud slide on  US50, ODOT is waiting for equipment to cleanup the slide.
The Village clean up is going well.

POLICE REPORT
Officer Hyrnak reported there were 46 details in the village in March.  Five of those led to police reports.  Of those one was a DUI at 154 Miami Avenue.  He said that the Ohio State Patrol would be here through the summer to patrol US50 from Cincinnati to Stateline Road.
Mayor Simpson reported that vans were parking too close to the intersection on Taylor Avenue blocking the view of motorists.  Officer Hrynak said that nothing was marked.  No Parking signs will be considered and placed if necessary.  Officer Hyrnak also questioned when the May Council meeting would take place.  Mayor Simpson said that the meeting next month would be Monday May 19, 2008 at 7:00 P.M.


FIRE REPORT
Deputy Chief Steve Ober reported that there were 5 fire details in the Village in March.  The Fire Department attended to flooded basements, an open burn, and a structure fire on Washington and EMS details.  Chief Ober introduced Fire Lieutenant Paul Montavon.  He will introduce the other two lieutenants next month.  He also reported that the Township Fire Contract with the Village is up for renewal next year.  He also asked council to set up a meeting to discuss the contract.
Mr. Hartoin and Mayor Simpson will meet soon with the Miami Township Trustees to renew the contract.

THREE RIVERS SCHOOL DISTRICT
.The High School Chorus will have a benefit concert May 8th at 7:30 P.M. at North Bend Methodist Church.

COMMITTEES
Finance
Motion was made to approve paying Village insurance bill if amount is comparable to last year’s was made by Mr. Welch.  Motion seconded by Mr. Boll.  Motion carried 100%.

Light, Water and Sewer
Mr. Nunnery reported he attended the Public Works meeting in the Village of Addyston.  He reported to them that the North Bend businesses did not receive notice of the testing of the fire hydrants.  As a result, Rohrer’s had to close their business due to the muddy water.  Addyston said the hydrants are flushed the 1st Friday of the month at midnight or later.
Mayor Simpson reported on the storm drain issue.  He said MSD will do dye testing at the 4 addresses on Washington affected and that those properties have been notified that the testing will take place the week of May 5th.
Mr. Reichert presented his opinions concerning alternatives to solve the storm drain issue/
Mrs. Romweber moved that the Village spend up to $1000 for the storm drain assessment.  Mr. Welch seconded the motion.  Motion carried 100%.

Maintenance
Mr. Boll thanked Maintenance for the great job done by the Maintenance Department during the snow removal.
Mr. Boll reported Dollar General has a work order to turn the lights down so North Bend neighbors on the hill do not have the lights shining on their properties.

Police & Fire

Planning and Zoning
The Planning and Zoning committee meeting last week reviewed the request from the potential buyer to change the zoning at 36 Taylor Avenue from R2 to B1.  Mr. Todd Kinskey from Hamilton County Regional Planning suggested the Village put conditions
for the rezone, like hours of operation, should council decide to rezone the property.  There was good discussion concerning the possibility of restrictive covenants.
Mr. Sammons reported that he received a letter concerning two Village properties in violation of our Property Maintenance/Nuisance Zoning Code.  Mr. Sammons will contact those property owners.

Law & Ordinance
Mr. Reichert read the first reading of the Ordinance #2008- Prohibiting the use of Village Personnel and Property.

SOLICITOR NEW BUSINESS
Solicitor Reichert reported that he is aware that the Village Cable TV contract expires in November of 2009.
He said we will have to pass a competitive video resolution before the contract expires.  He will research this issue further and draft a resolution.

COUNCIL NEW BUSINESS

MAYOR’S NEW BUSINESS/REPORT
Mayor Simpson reported that the Taylor High School Alumni Chorus Concert is scheduled for October. The Village ad will be published in the program.                                                                                                                                                                                                                                                                                                                                                                             
Mayor Simpson reported that the Village clean-up will end May 4th and we’ll probably use 3 dumpsters.
The coast-to-coast yard sale on U.S.50 will be May 16-18th, 2008.
Time Warner will discontinue taping the meetings after May 1, 2008 and the School District, Miami Township Trustees and the Mayor are currently looking for volunteers to tape our meetings.
The next CAP meeting will be at noon Monday May 19th, 2008.  This will be a luncheon sponsored by the Village, Miami Township and the Three Rivers School District.  Mrs. Rita Allen will be providing desserts.
The Mayor received confirmation of the amended CRA from the Ohio Department of Development effective April 14, 2008.
The Ohio Department of Transportation is forming a group to plan future transportation for Ohio.
Chief Ober announced the department would be checking fire hydrants from May 11th through May 17th, 2008.
