Meeting was called to order at 6:00 P.M. by Mayor Sammons.

MAYOR’S OPENING STATEMENT

Mayor Sammons spoke about the success of North Bend’s Breakfast with Santa. We had a large attendance and ran out of age-appropriate gifts. Mayor Sammons thanked Rick and Marilyn for their preparation for the day and thanked everyone who attended. It’s all about the children.

MINUTES

Fran Romweber moved that the November 23, 2015 Minutes be accepted. Ron Nunnery seconded the motion. Motion carried 100%.

TREASURER’S REPORT

The Treasurer’s Report will be available at the Village office. Ed had surgery and will email the Financial Report to council members on Saturday, December 26. Mayor Sammons mentioned that we had a $14,000 invoice for street repairs in December. The Village is in good financial shape and will continue that road in 2016.

PAY THE BILLS

Ron Nunnery made motion to pay the bills. Ron Hartoin seconded the motion. Motion carried 100%.

POLICE REPORT

Sgt. Raker reported there were 36 service calls for the month of November. One case was assigned to detectives. There was one criminal offense on November 10th

at 22 Washington Avenue for domestic violence.

Sgt. Raker talked about the homeless sleeping under the overpass. They will monitor that situation.

Fran spoke about a beige SUV parked on River Road near the pool barn and asked Sgt. Raker to investigate it as there was a drug problem in that area in the past.

FIRE REPORT

THREE RIVERS SCHOOL DISTRICT

Mr. Tom Bailey, Director of Operations/Compliance of Three Rivers School spoke about the “Back to School Ready Fest” they will host on August 4. This will be in cooperation with their Health and Wellness Committee and will provide resources for all students and parents in the Three Rivers School District. This is a free event and they would like to reach 100% of their economically disadvantaged families. They will be offering food, clothes, shoes, back packs, as well as having speakers and health booths available; i.e., mammography van, flu shots, blood pressure screenings, etc. Fran and Marilyn have been attending meetings with Three Rivers School to incorporate their Wellness agenda with the We Thrive pathway, Community Health. This will include drug awareness and infectious diseases among others.

Tom Bailey stated they will be asking companies to donate for this event and if anyone knows of a company or individual that would like to donate money, items or volunteer their time to please let him know.

Dave Moorman spoke about the street maintenance fund. He’s gathering information from Hamilton County and ODOT and will report on this in January or February, 2016. There was a discussion about a possible street levy.

Beautification – Fran Romweber

Our next Beautification Committee meeting will be Saturday, January 16, 2016 at 9:00am in Council Hall. The meeting will be one hour and Marilyn will be sending out an Agenda. Fran thanked Rick for a job well done as we have continued to receive complimentary letters on our beautification of North Bend and Christmas decorations.

COUNCIL’S OLD BUSINESS

Ron Nunnery talked about the mobile food truck that wants to set up on the BIERMARKT’s property. There are no setback requirements on mobile trucks. Ron will contact the owner advising him of this decision.

LAW DIRECTOR’S OLD BUSINESS

Scott talked about the Addison Bankruptcy on December 9th. There will be an order requesting Confirmation of Bankruptcy. If approved, $14,000 will be coming back to the Village of North Bend regarding liens that were placed on that property.

Scott will continue to work on the tall grass/weeds ordinance regarding repeat offenders. There was a discussion if this violation should be under our nuisance ordinance.

LAW DIRECTOR NEW BUSINESS

Dave Moorman made motion to adopt Resolution 2015-28 Authorizing Mayor to Execute Joint Agreement Between Miami Township, Hamilton County, and the Village of North Bend for the Use of a Salt and Rubber-Tire Loader at the Miami Township Salt Dome. Tim Boll seconded the motion. Motion carried 100%.

Dave Moorman made motion to adopt Resolution 2015-29 Authorizing Pay Increases. Tim Boll seconded the motion. Motion carried 100%.

Dave Moorman made motion to adopt Resolution 2015-30 Authorizing Incentive Bonuses to Village Employees. Tim Boll seconded the motion. Motion carried 100%.

Dave Moorman mentioned that all sidewalk repair work is completed in the Village.

MAYOR AND COUNCIL ANNOUNCEMENTS, COMMENTS

President William Henry Harrison’s birthday celebration will be Friday, February 5, 2016. It will begin at 10:00am in Council Hall. A luncheon (by invitation) will be served at Taylor High School followed with the Brigadier General speaking to Taylor High School students and answering questions.

Swearing in of our re-elected mayor and council members will be January 1, 2016 by Scott Sollmann.

Our next council meeting is Monday, January 25, 2016 at 7:00pm.

TREASURER’S REPORT

As Council is aware I missed the 12/21/2015 meeting due to a broken ankle.

All my reports I normaly distribute are available to be sent to you. Just let me know.

We wrote four purchase orders this month which I will be asking council to approve with three signatures at the next meeting:

$14,858 for the repair of Aston Oaks drive as approved by council in November. This is being paid from the road reserve fund

$821.50 for police(911 calls) communications payment. Our funds for this ran short as there was an increase during the year

$821.50 for Fire communications(911 calls) payment. Our funds for this ran short as there was an increase during the year

$4248.25 for the security camera installation. This is being paid from a grant received from Interact from Health

Distributed to council members this month are the following reports:

· Monthly Cash Flow Analysis:

Showing money in/money out and the check book balance

· Payment and charge Register Report:

Includes all checks & automatic payments taken directly from our checkbook since last Council Meeting

· Receipts Register Report:

Includes all sources of revenue taken in by the Village since last Council Meeting

· Revenue Status Report:

Shows the year-to-date status of each revenue account as of date of this Council Meeting

· Fund Status Report: Shows amount left in each fund as of date of this Council

Meeting and the current checking account balance

· Year to Date Beautification Accounting Report

· Mayor’s Discretionary Fund Report – no report – no expenses submitted thus far this year

MAINTENANCE REPORT
DECEMBER 21, 2015
RICK SCHULTZ



- Carpets cleaned in office and Council Hall



- Made final adjustments to Christmas decorations



- Fencing and gates installed around storage building



- Installed new post on Shady Lane, which was damaged by auto accident (Insurance was claimed)



- Street resurfacing was completed at Eagles Cliff Development



- Repairs to Aston Oaks Drive were completed



- Small patch of asphalt failure on Shady Lane. JMA has the contractor looking into the repairs.



- Started clearing brush along guardrail, back 5-feet starting at the Cleves line heading east to Addyston. Our goal is to finish by January 1, 2016.



- Made final connections of snow equipment and checked for proper operation.

Snow plow problem still exist. The light problem on the pickup truck still exists.

To rewire snow plow $ 1,400.00

New plow, installed $ 5,350.00



My plan before this was to replace existing plow for the 2017 (January) snow season. Our current plow is 8 years old and has been welded twice since I have been here. I feel the age and wear has reached a time to consider replacing. We have had the equipment to the Ford dealer twice this year with no resolution to the problem. The issue is likely to be in the snow plow wiring.
