Members Present: Mayor Mr. Rolfes Law Director Mrs. Rentz Councilpersons Mr. Simpson, Mr. Seifert, Mr. Albu, Mr. Nunnery, Mrs. Romweber Absent Mr. Montague, Ms. Ross Mayor Rolfes opened the meeting with the Pledge of Allegiance. MINUTES: Mr. Albu moved that the November Minutes be accepted as written. Mr. Seifert seconded the motion. Motion carried 100%. TREASURER’S REPORT: Mr. Albu moved to accept the Treasurer’s Report. Mr. Simpson seconded the motion. Motion carried 100%. Mr. Albu moved that the Clerk/Treasurer be authorized to pay the bills. Mr. Simpson seconded the motion. Motion carried 100%. POLICE REPORT: Officer Greer introduced Nick Hrnyak as our new officer from the Sheriff’s office. Mr. Simpson thanked Officer Greer for his service to the Village. There were no statistics for December. FIRE REPORT: Deputy Chief Steve Ober reported that there were 2 fire details and 8 EMS details in the Village this month. Our details are running 10% above last year. Chief Ober reported that 2 members of the Department are going to Texas for training and that 35 members from the Department will have HASMAT training. GUESTS None COUNCIL OLD BUSINESS None SOLICITOR OLD BUSINESS: None MAYOR’S OLD BUSINESS: None COMMITTEES: Finance Mr. Albu moved that the village use the 2005 Appropriations as temporary appropriations for 2006 until permanent appropriations can be established. Mr. Nunnery seconded the motion. Motion carried 100%. Light, Water and Sewer None Maintenance Mr. Simpson reported a leak on Abbey Hill. Mr. Seifert will check into the leak. Police & Fire Mr. Simpson reported as of December 23 the traffic light is working at US50 and Shady Lane. The detector for the signal will be completed in the spring. Planning and Zoning None Law & Ordinance None COUNCIL NEW BUSINESS: Mr. Seifert set up a maintenance meeting for January 9, 2006 at 6:00 P.M. He is looking into water problem on median between St. Annes and Symmes. There was a dog running loose at Shady Lane and Aston Oaks. The Department will repair snow removal lawn damage at 21 Muirfield. SOLICITOR NEW BUSINESS: Ordinance 2005-11 regarding the Earthworks will be tabled until the January meeting. The 2nd reading of Ordinance 2006-01 for the Ohio Regional Planning contract Ordinance was read. The 2nd reading of Ordinance 2006-02 Appointing the Village Law Director was read. The 2nd reading of Ordinance 2006-03 Re-appointing the Village Engineer was read. The 2nd reading of Ordinance 2006-04 Re-appointing the Village Public Works Administrator was read. The 2nd reading of Ordinance 2006-05 Re-appointing the Village Street Commissioner was read. The 2006 pay rates for the Village employees and the Clerk/Treasurer were to be passed as an emergency. Mr. Albu moved that we declare the Village Employee Rates of Pay an emergency. Mr. Seifert seconded the motion. Motion declaring Ordinance 2005-14 an emergency carried 100%. Mr. Albu moved that Council pass the Village Employee Rates of Pay as recommended by the Finance Committee. Mrs. Romweber seconded the motion. Motion carried 100%. Mr. Albu moved that Ordinance 2005-15 Rate of pay for 2006 for Clerk/Treasurer an emergency. Motion to declare Ordinance 2005-15 an emergency carried 100%. Mr. Albu moved that we establish the rate of pay for 2006 for the Clerk/Treasurer as recommended by the Finance Committee. Mrs. Romweber seconded the motion. Motion carried with approval from all council members except Mr. Simpson who opposed. Ordinance 2005-13 to authorize Appropriation Control to be at the Fund Level was declared an emergency. Mr. Albu moved to declare Ordinance 2005-13 an emergency. Mr. Simpson seconded the motion. Motion carried 100%. Mr. Albu moved Council approve Ordinance 2005-13 authorizing Appropriation Control to be at the Fund Level. Mrs. Romweber seconded the motion. Motion carried 100%. Solicitor Rentz said that Council cannot change the rate of pay for council members since it was not acted upon prior to at least 5 days before filing at the Board of Elections. MAYOR’S NEW BUSINESS: Mayor Jim Rolfes introduced the new Village Solicitor Mr. James Reichert. The Mayor recognized Mr. Ken Albu for his 12 years of service to the Village. The Mayor also recognized Mrs. Margaret Rentz for her 5 years of service to the Village as our Law Director. OPEN TO THE FLOOR: Former Mayor Shirley Smith discussed her request for the Village to pay for her purchase of OPERS credits from 1984-1991, as the Village did not contribute on her behalf during that period. Mr. Seifert congratulated Officer Trampas Greer for his job well done as our village officer. ADJOURNMENT Mr. Albu moved the meeting be adjourned. Mr. Nunnery seconded the motion. Motion carried 100% with 4 votes.
