MAYOR’S OPENING STATEMENT
Mayor Sammons read portions of the "Bill of Rights"

 MINUTES:
Mr. Welch moved that the January 30, 2012 Minutes be accepted. Mr. Boll seconded the motion. Motion carried 100%.

TREASURER’S REPORT:
Mr. Welch made motion to pay the bills. Mrs. Romweber seconded the motion. Motion carried 100%.

MAINTENANCE SUPERVISOR’S REPORT:
Mr. King reported it required several coats to cover the graffiti on the underpass.
The Department put up the flags for Harrison’s birthday, and then displayed the flags again for Presidents Day.
Pot holes were patched on US50 and Miami Avenue and at the bottom of Turnberry.
A dump truck dropped clean cement on Aston View and the department cleared it away.
Mr. King informed council the new dump truck had arrived and it had been undercoated.
They changed the oil in the pick up truck and took the snow blade off the new dump truck.

GUESTS:
Commissioner Gregg Hartmann was in attendance to discuss stopping frauds, scams and abuse. A power point presentation was given by a Hamilton County coalition formed to develop a plan. Their web address is www.hamilton-co.org/fraud/ and is also on Facebook and twitter.
Ms. Leslie Kish of the Better Business Bureau was also present to promote trust in the marketplace by using the Better Business Bureau. BBB is a coalition partner with the County. To check out current scams their web address is www.cincinnati.bbb.org/scam-source/ or BBB.org.
Mr. Joe Cowens owner of the music school on Taylor Avenue was present to announce the school is now open for business. Currently he has 20-30 students taking voice and various musical instruments instruction. Mr. Cowens said he has been working with kids in this arena for approximately 15 years. There is a possibility of a recital of his current students, perhaps connected with "Swingin’ on the Green".
Mr. Cowens said he does bookings for local events including some Bogarts events.

POLICE REPORT:
Sgt. Daugherty reported there were 60 radio runs this month. Seven cases were investigated by the detectives with 4 cases cleared. $47,000 was recovered from stolen property (air conditioning units).
Sgt. Daugherty said the accomplice in the Johnny’s Tobacco break in has not been caught yet. There was a robbery attempt on January 28. The victim was a 51 year old man. Three arrests were made in the case and it is now closed.
A "Neighborhood Watch" meeting has been scheduled for March 8, 2012 at 7:00 P.M. in Council Chambers. The meeting will be posted.

FIRE REPORT:
Chief Ober reported there 2 fire details in January, a wreck and flooding problems. There were 13 EMS runs in January.
Chief Ober discussed the new sirens, one on St. Joseph’s needs to be moved and they are looking for a good site on the county right of way. The sirens are to be activated this spring.

THREE RIVERS SCHOOL DISTRICT:
Ms. Kari Kuh reported the Taylor High School Drama Club show this year is the musical "Footloose" and the shows are March 30 and 31, 2012.

COMMITTEES:
Finance
Mr. Welch made motion to accept Resolution No. 2012-05 Approving the new Employee Manual.
Mr. Hartoin seconded the motion. Motion carried 100%.

Light, Water and Sewer
No Report

Maintenance
Mr. Hartoin met with Mr. Tisch and Mr. Dwayne Means regarding the proposed traffic light at St. Annes. It is a very involved process and requires a turn lane with a cost of $300,000. It is a very complicated program to apply for the light. There would be no cost to the village, just the upkeep of the light. Mayor Sammons and Mr. Hartoin are working on this.
Mr. Tisch and Mr. Means are asking for council’s approval for them to apply for grants. This would mean the village would accept and maintain the light. Mr. Welch suggested having a public hearing before going forward. Mr. Hartoin suggested having a maintenance meeting to discuss further details.
Mr. Niehaus will finish the cement work on Shady Lane in the next few days.
Mr. Hartoin made motion to move forward with the renovation of council chambers. Mr. Hartoin seconded the motion. Motion carried 100%.

Police & Fire
Mr. Boll announced there would be a Neighborhood Watch meeting on March 8, 2012 at 7:00 P.M. in council chambers.

Planning & Zoning
Mrs. Romweber reported she had sent out 3 letters regarding zoning violations and has gotten no satisfactory responses. She will follow up with the next steps.

Law & Ordinance
Mr. Moorman discussed the Rental and the Maintenance code.
Mr. Moorman announced there would be a Law and Ordinance committee meeting held on March 12, 2012 at 6:00 P.M. in council chambers to discuss the merits of possible North Bend Rental and Maintenance Code implementation.

Beautification
Mrs. Romweber announced there was a Beautification Committee meeting scheduled for Saturday March 10, 2012 at 10:00 A.M. at Fran’s home.

COUNCIL OLD BUSINESS:
Mrs. Romweber spoke to the property owner on Sunset Avenue. The owner wants to fix it up but it is tied up in Probate Court. Mrs. Romweber is to follow up with the owner’s attorney by issuing a citation (1st a Property Code Violation).
Mr. Moorman informed Council he has written a Charter for the website and shared with Council that Kyle Wolfe, a Taylor High School student, and he will assess the website and make recommendations.

Mayor Sammons announced there is a Storm Water seminar on March 14 and 15, 2012.
Mr. Reichert reviewed the Addison Foreclosure.
