Meeting was called to order at 7:00 P.M. by Mayor Sammons.

MAYOR’S OPENING STATEMENT

Mayor Sammons stated he is concerned with the state of affairs regarding Ukraine.

Dave Moorman moved that the January 31, 2022 minutes be accepted. Bill Deters seconded the motion. Motion carried 100%.

TREASURER’S REPORT

Marta reported she closed 2021. There were no purchase orders this month.

Dave Moorman made a motion to declare Resolution 2022-09 an emergency and to dispense with the requirement that this resolution be read on three separate days and be adopted upon its first reading. Bill Deters seconded the motion. Motion carried 100%.

Dave Moorman made a motion to adopt Resolution 2022-09 Rescinding & Revoking Resolution 2022-06 Transfer of General Funds to the Hamilton County Planning & Development CDBG – 154 Miami Demo Fund. Bill Deters seconded the motion. Motion carried 100%.

Dave Moorman made a motion to declare Resolution 2022-10 an emergency and to dispense with the requirement that this resolution be read on three separate days and be adopted upon its first reading. Bev Bolser seconded the motion. Motion carried 100%.

Dave Moorman made a motion to adopt Resolution 2022-10 Reducing 2022 Appropriations for State Highway Fund (#2021), Public Safety Fund (#2404), and American Rescue Plan Fund (#2405). Bill Deters seconded the motion. Motion carried 100%.

Bill Deters made a motion to pay the bills. Joe Bonner seconded the motion. Motion carried 100%.

MAINTENANCE SUPERVISOR’S REPORT

Steve reported the maintenance crew have cleaned our hanging flower baskets and they have been returned to West Hills Greenhouses for planting. All planter boxes have been repainted and cleaned in preparation for spring planting. Garnett Construction has made several additional soil dumps on the hillside of Harbor Drive. Old Cincinnati Outdoor Buildings, aka NORTHEDGE Steel, is preparing our paperwork regarding our new pole barn and car port. Joe Bonner stated their cost is under the $18,000 we allotted for this project. Could we possibly get the cost of adding sides to the car port; Steve responded with a quote of approximately $700.00 per side. Council made a motion to approve that the additional amount of $700.00 to add one side to the carport, as the other side will be against the barn. Mayor Sammons asked about the date in 2022 for Strawser to apply the ONYX to the streets. Marilyn advised it is scheduled for June, 2022. Marilyn will contact Strawser to confirm those dates.

DEPUTY CLERK’S REPORT

Marilyn submitted the PEP application for the $1,000 grant and it has been confirmed that we will received that check by mid-March. The Lowe’s doors will be in stock on March 2nd. The installers will call to confirm an install date. We will have a tire recycling event this spring with a dumpster supplied by Keep Cincinnati Beautiful. The RRI program report was submitted on February 14, 2022. We had a total of 36.31 tons of recycling in North Bend for 2021. The WHH event was a huge success. The Rumpke contract will expire December of 2022.

POLICE REPORT

Sgt. Carney stated there were 32 calls for service for the month of January. One case was assigned to detectives. There were two criminal reports, two non-criminal reports and one auto accident.

GUESTS

Ms. Judith Boyce, new council member for the Village of Cleves, stated she is chair of Beautification for Cleves and talked to Fran Romweber of North Bend to get advice on how to move forward with this project. Mayor Sammons stated to proceed slowly and get Cleves council to see the benefits of this project. Marilyn and Steve offered to help her with any information she may need.

FIRE REPORT

No Report.

THREE RIVERS SCHOOL

Superintendent Ault commented on the students that performed at the President William Henry Harrison wreath laying event stating how proud he was of all of them. There are four semi-finalists honor students; they are in the top 1%. The plays, Grease and Annie are now playing. One student artist has their portrait hanging in the Columbus Center. Girls bowling team won the league. TRS swimming team is 10th in the state. State testing is in April. TRS is in the process of hiring a new Chief Financial Officer. They are meeting to appoint an interim for the next three months. Compensation for a CFO could range from $125,000-$150,000. They still have a shortage of substitute teachers. Masks are now optional for students and bus drivers. It’s good to have things back to normal again.

Light, Water and Sewer - Mrs. Romweber

Regarding the water issue on Sunset Avenue, Fran stated the Village of Cleves believes is slippage in the land. North Bend believes there a leak in the water main. Marilyn will contact JMA to obtain a bid to fix the issue.

Fran also stated she has met with Consolidated Terminal regarding the felling of trees in that area to give an open view of the river. Consolidated felt it would also give them good exposure to river traffic.

Joe Bonner made a motion to declare Ordinance 2022-01 an emergency and to dispense with the requirement that this ordinance be read on three separate days and be adopted upon its first reading. Bill Deters seconded the motion. Motion carried 100%.

Joe Bonner made a motion to adopt Ordinance 2022-01 Approving and Granting Consent to the Director of ODOT to Apply, Maintain and Repair Standard Longitudinal Pavement Markings and Erect Regulatory and Warning Signs on the State Highways Inside Village Corporate Limits, and Giving Consent of the Village for the Ohio Dept. of Transportation to Remove Snow and Ice and Use Snow and Ice Control Materials on State Highways Inside the Village Corporate Limits, and Giving Consent of the Village for ODOT to Perform Maintenance and/or Repair on State Highways Inside the Village Corporation. Bill Deters seconded the motion. Motion carried 100%.

Police & Fire – Mr. Deters

Mayor Sammons and Bill Deters met with Hamilton County Sheriff’s department along with four other jurisdictions, Cleves, Crosby, Harrison and Miami Township. Bill stated the County Administrator will contact us for another meeting. The plan is to have six (6) full-time police cars.

Planning & Zoning – Ms. Bolser

Bev stated there will be a Board of Zoning Appeals hearing for a variance request on Washington Avenue. Hamilton County and the applicant will present their case and the Board of Zoning Appeals will decide the outcome.

Law & Ordinance - Mr. Morgan

Dave Moorman talked about changes he thought should be made to North Bend’s Employee Handbook. Scott stated he will email council the WORD and PDF version of the handbook.

TREASURER’S REPORT

February 28, 2022



To Council Members for Your Information and Review



We have closed 2021 financially with the issuance of the 2021 Annual Financial Report. A copy of this has been distributed to each councilperson. Please direct any questions you may have concerning the report to me at the office. Copies of the report are also available to the public by visiting the Village office.



I have not submitted our budget to the County Auditor. Due to unexpected end of year expenses and reduced revenue, the approved Ordinance #2021-4, is not submittable as approved. I request Council to approve Ordinance #2022-1, approving a new budget for 2022 and state Ordinance #2021-4 is an approved temporary budget with modifications. Or, approve an ordinance/resolution modifying the original budget. Needed modifications are on your desk.



I request Resolution #2022-06, Transferring General Funds to the Hamilton County Planning & Development Dept CDGB – 154 Miami Demo Fund be rescinded. The transfer of funds was not included, nor needed, in the approved budget via Ordinance #2021-4.



I requested advance payment of the real estate taxes per Resolution.



We issued no purchase orders this month.

Maintenance Report

For

Month of February 2022



February has been a quick and productive month for our Maintenance Department. All hanging flower baskets have been cleaned, pressure washed and returned to Linda Feist at West Hills Greenhouses. Also, all of the planter boxes for the Village and U.S. 50 have been re-painted and cleaned in preparation for Spring planting.

The contract with Garnett Construction has been fulfilled. They have made several more dumps last week and re-graded the hillside as well. It is my recommendation for council or the beautification committee to discuss course of action regarding soil and other measures to grow grass on the hillside of Harbor Drive.

Karel Churchill from Old Cincinnati Outdoor Buildings is preparing our paperwork with finalized prices and costs regarding our new pole barn installation. I will have the remaining details this week to begin proceeding forward.

Looking forward into the month of March, we will begin preparing our flowers beds and complete winter pruning. Also, we will begin trimming back some of the honeysuckle around the village to help aid in grass cutting in 2022.

DEPUTY CLERK’S REPORT February 28, 2022 Marilyn Kramer







- I submitted the application for the PEP $1,000 grant and confirmed today that we will receive that check by mid-March. We applied for two Flashing LED Chevron Magnetic Arrow Mats for our maintenance trucks, three hard hats, one Deluxe Safety Harness, two ANSI 50-man First Aid Kits and one railing for our back, exterior steps from the maintenance exit.



- The Lowe’s doors will be in stock March 2nd. The installers will contact us within the next two weeks for installation.





- Keep Cincinnati Beautiful has advised us that they have been awarded a grant to cover the costs of tire disposal for 2022. We will have a tire recycling dumpster for our residents in the spring.



- The Residential Recycling Incentive (RRI) Program report was submitted on February 14th, 2022. We had a total of 36.31 tons of recycling in North Bend for 2021. I don’t know the return on that as of yet. Last year we received a check for $405 for our recycling efforts.





- The President William Henry Harrison Wreath Laying event was a huge success. Three seniors from Taylor High School sang our National Anthem, the Three Rivers School Band participated in the parade and the sixth grade students attended the event.
