MINUTES:
Mr. Simpson recommended the minutes be corrected to reflect that Executive Session did not include discussion, the proposed motion to hire Maureen Glacken as a consultant.
Mr. Montague made a motion that Council approve the minutes as corrected. Mr.
Nunnery seconded. Motion carried 100%

TREASURER’S REPORT:
The Treasurer’s Report was reviewed for January and February, 2004.
Mr. Simpson moved to accept the January, 2004 Treasurer’s Report. Mr. Seifert seconded the motion. Motion carried 100%.
Mr. Montague moved to accept the February, 2004 Treasurer’s Report. Mr. Simpson seconded the motion. Motion carried 100%.
Mr. Montague made the motion to pay Village bills. Mr. Simpson seconded the motion. Motion carried 100%.

POLICE REPORT:
Officer Brandhorst filled in for Officer Greer and said there was no report.

FIRE REPORT:
Assistant Fire Chief Ober reported there were 28 details in Miami Township in January. There were 2 details in the Village. Of 61 EMS details, 3 were in the Village.
Chief Ober reported that there would be a C.P.R. class in March. He mentioned that the Fire Departments inspects and installs car seats for children as part of their service to citizens. He encouraged parents to utilize this service.


COUNCIL OLD BUSINESS:
None.

SOLICITOR OLD BUSINESS:
Ms. Rentz reported that she had looked in ORC regarding definition of full-time/part-time employee status. There was no definition. The County defines full-time as 35-40 hours per week. The County pays benefits to employees scheduled to work 30 hours or more per week. She suggested that we utilize the County’s definitions for our guidelines.
Concerning Resolution 2004-02, adopting the Hamilton County Auditor’s Method of Apportioning Funds, Mrs. Romweber moved we dispense with the three readings. Motion seconded by Mr. Montague. Motion carried 100%.
Mr. Montague moved that Council approve Resolution 2004-02. Motion carried 100%.

MAYOR’S OLD BUSINESS:
None

COMMITTEES:
Police and Fire Report:
Mr. Simpson reported that he and Mayor Rolfes met with Colonel Hoffbauer to review the content for a Village Disaster Plan. Colonel Hoffbauer suggested that our plan not be elaborate but contain a “who to call” list with phone numbers and that it be updated regularly.
Mr. Simpson said that the two citizens that registered for the Citizens Corps would be invited to join the Police and Fire Committee.

Finance:
In the absence of Mr. Albu, Mayor Rolfes recommended that we spend up to $500.00 to continue Clerk/Treasurer transition training with Maureen Glacken. Mr. Seifert made the motion. Ms. Romweber seconded the motion. Motion carried 100%.
Mayor Rolfes stated the Deputy Clerk pay Ordinance #2004-07 was passed using an incorrect salary. The new salary should be $13.32. Mr. Montague moved that the amended pay Ordinance #2004-08 be declared an emergency. Mr. Simpson seconded the motion. Motion carried.
Mr. Montague moved to accept Ordinance #2004-08 retroactive to January 1, 2004. Mr. Nunnery seconded the motion. Motion carried 100%.

Maintenance:
Mr. Seifert moved that the Village Council Chambers be painted an off white and that ceiling tiles be replaced for a new look. Mr. Montague seconded the motion. Motion carried 100%
Mr. Seifert also moved that we change our cell phone service to Nextel because the walkie-talkie feature will provide more contact for safety. He recommended the Village purchase 3 Nextel phones. One for Leo Gillespie, one for Mr. Seifert and one to be kept in the office and to be used for the part- time employees. Mrs. Romweber seconded the motion. Motion carried 100%.

Also discussed was the purchase of 40 new matching, stackable chairs for the Council Chambers. Mr. Seifert will price chairs and advise Council next month for a vote.

Mr. Seifert made the motion that the Village purchase a selected pickup truck. Ten thousand dollars to do so was set up in the appropriation budget for 2004. The truck is a 1994 Ford truck with an almost new snowplow. The cost will be $9,999.99. Mrs. Romweber seconded the motion. Motion carried with Mr. Montague abstaining.

Law & Ordinance:
Mrs. Romweber discussed several minor changes regarding Resolution # 2003-05 specifying Council meeting procedures.
Mr. Simpson made the motion to accept the changes as proposed by the Law and Ordinance Committee as Resolution #2004-03. Mr. Montague seconded the motion. Motion carried 100%.

COUNCIL NEW BUSINESS:
Mr. Simpson reported that there is $861.00 left in the park fund for seeding and landscaping. He suggested that a project manager be appointed to finish this project this spring. Resident Mr. Tim Boll will work with Mr. Simpson to complete the area.
Mr. Simpson requested that each Council member give him a short biography to enable him to add it to the web page.

SOLICITOR’S NEW BUSINESS:
The street lighting assessment was presented to Mayor Rolfes. Mr. Seifert made the motion that we accept Resolution 2004-04, the assessment for the upgraded Aston Oaks streetlights. The assessment as presented will be placed on the property tax bills of the homeowners in Aston Oaks by the Hamilton County Auditor’s Office. Mrs. Romweber seconded the motion. Motion carried 100%.







Maintenance new business:
Mr. Gillespie informed Council of the work accomplished by the Maintenance Department. A letter from citizens was read complimenting Mr. Gillespie’s work and snow removal in the Village.

Mr. Seifert scheduled a maintenance committee meeting for March 9, 2004, at 7:00 P.M. to discuss the clean up of Brower Road.

The Law and Ordinance committee will meet at 6:00 P.M. on March 9, 2004, to review Ordinances regarding possible violations of current ordinances regarding poorly maintained Village residential properties.

MAYOR’S NEW BUSINESS:
Mayor Rolfes suggested that our flags be left up year round as it is less expensive to replace the flags than to remove and replace at each holiday.
Mr. Montague made the motion. Mr. Seifert seconded. Motion carried 100%.
Mayor Rolfes reported that former Mayor Smith had requested that Village historical records and artifacts be transferred to the Historical Society in Miami Township.
Mrs. Rentz will review and research whether we could do so legally.
Mayor Rolfes reported that our Deputy Clerk requested that the Village again take an ad in the Taylor High School spring musical program at a cost of $60.00.
Mr. Seifert made the motion. Mr. Simpson seconded the motion. Motion carried 100%.

OPEN TO THE FLOOR:
Mr. Carl Rosskopf provided Council with a report to answer Council’s previous questions they had regarding a CRA for Aston Oaks. Mr. Seifert and Mr. Albu will meet with Mr. Roffkopf’s CRA proposal committee.

Mr. Jack Meyer suggested that the North Bend United Methodist Church combine with the Village for the annual Easter Egg Hunt.
Mayor Rolfes thanked everyone for their effort and success of the Harrison’s birthday event on February 7, 2004.
Mayor Rolfes read a “Thank You” card from the Albu family regarding the death of Mr. Albu’s sister and from Maureen Glacken concerning her presentation plaque and Proclamation.
