Members Present: Mayor Mr. Rolfes Mayor Rolfes opened the meeting with the Pledge of Allegiance. MINUTES: Mr. Seifert moved that the January Minutes be accepted as written. Mr. Welch seconded the motion. Motion carried 100%. TREASURER’S REPORT: Mr. Welch moved to accept the Treasurer’s Report. Mr. Seifert seconded the motion. Motion carried 100%. Mr. Welch moved that the Clerk/Treasurer be authorized to pay the bills. Mr.Simpson seconded the motion. Motion carried 100%. MAINTENANCE SUPERVISOR’S REPORTMr. Gillespie Mr. Gillespie reported that in February the truck had been painted. The speed limit signs were put up in Aston Oaks. He said that the flags were put up for Wm. Henry Harrison’s ceremony and on February 4 the Village roads were salted. They did work on the road gutters in Aston Oaks and cleaned up beer cans in the Village Park. He mentioned repairs on the Village tractor and cleaning up tires on St.Annes. Mr. Gillespie said that he recommends moving the part time crew to 22 hours beginning March 15, 2006 due to work needed on guardrails and street pot holes. POLICE REPORT: Officer Hrnyak said there were 8 incidents in the Village this month including a domestic violence, breaking and entering and an auto theft, although the automobile was recovered. Of the 4 cases in January, 3 have been closed out. There were 3 minor misdemeanors. He said most of the calls were from 154 Miami Avenue. He will increase patrol at the Village park FIRE REPORT: Deputy Chief Steve Ober reported that there were 2 fire details in the Village, 1 life squad assistance and one chimney fire. There were 8 EMS details. He explained issue with the steam and smoke from the mulch. Chief Ober discussed the Lanxess task force meeting March 16, 2006 at the Addyston Municipal Building. He said pollution inside the city of Cincinnati was actually worse than in Addyston and near the Lanxess plant. GUESTS:None COUNCIL OLD BUSINESS: None SOLICITOR OLD BUSINESS: None MAYOR’S OLD BUSINESS: None COMMITTEES: FinanceMr. Welch moved that the 2006 Appropriations be approved as recommended by the finance committee. Mr. Simpson seconded the motion. Motion carried 100%. Mr. Welch set a finance committee meeting on March 8, 2006 at 6:30 P.M. Light, Water and SewerMr. Nunnery scheduled a Light, Water and Sewer meeting for 7:00 P.M. March 8, 2006 to discuss the Addyston Water Works billing. Solicitor Reichert was asked to attend and research the issue involved with the old contract. Maintenance Mr. Seifert called a maintenance committee meeting for 6:00 – 6:30 P.M. on March 8, 2006. At this meeting they will review the part time hours increase for the spring, summer and early fall. They will discuss the construction on Mt. Nebo and Cliff Road and increased truck traffic. A representative from Bud Herbert did a presentation regarding replacing our 11 year old tractor with a new one that will be able to lift the salt into the truck. He recommends a 32 HP with 4-wheel drive with an 8.5-foot lift reach. He quoted the cost at $16,489.97 with a backhoe at $6850.00. Police & Fire Mr. Simpson reported that the community wide yard sale will be held May 19, 20 and 21st, 2006 to coincide with the US50 coast-to-coast yard sale. He also said he will place a link on our website to the Sheriff’s sex offender page. He mentioned that currently the village has no identified sex offenders. His committee met February 15 and all approved that the village purchase surveillance cameras as proposed for a cost of $4188 including the upgraded hard drive. Mr. Seifert seconded the motion. Motion carried 100%. Planning and Zoning Mr. Montague said the planning commission would approve a patio for the North Bend Town Center provided that it not be utilized after 11:00 P.M. They also recommended that additional trees and evergreens be planted on the east and west of the lakebed area. Jennifer Vatter from JMA explained the concept of CRA (Community Reinvestment Area). This might encourage development for the old properties along US50 as well as the North Bend Town Center. She said the cost for the engineering and plans to set up a CRA would be $3200. She answered questions and said they would also interface with the school district on this development concept. Mr. Montague reported that the planning commission would work with the Aston Oaks Developer and the AOHOA concerning acceptable plans for the entranceway to Aston Oaks at the Eagle’s Cliff new development. Law & Ordinance None COUNCIL NEW BUSINESS: Mr. Simpson reported that there will be a transition from Adelphia to Time Warner and that because cable is a utility he was turning his previous research over to Mr. Nunnery. He stressed that the committee would like to request that Time Warner keep Jim Holt to tape our meetings for the community cable channel. SOLICITOR NEW BUSINESS: Solicitor Reichert attended the zoning and planning on the request to vacate W. Harrison. Mr. Reichert reported that he has written a letter explaining that the citizen has to do a survey. He also talked to the attorney for the Eagles Cliff development requesting a compromise on the landscaping issue. The Bridge on US50 will be completed on US50 by October 31, 2006 at a State expense of 1.5 million dollars. It will be a decorative bridge because of the Tomb. The street will be resurfaced from Harbor to Miami although it is hoped that it can be expanded to Cliff Road. MAYOR’S NEW BUSINESS: It was requested that the village place an ad in the Taylor High Alumni Chorus program. Mr. Welch moved that the ad be placed. Mr. Montague seconded the motion. Motion carried. OPEN TO THE FLOOR:ADJOURNMENT:Mr. Montague moved that the February meeting of the North Bend Council be adjourned. Mr. Seifert seconded the motion. Motion carried 100%. Meeting adjourned.
