VILLAGE OF NORTH BEND 21 TAYLOR AVENUE, NORTH BEND, OHIO 45052 REGULAR MEETING MINUTES February 28, 2005 Members Present: Mayor Mr. Rolfes Law Director Mrs. Rentz Councilpersons Mr. Montague, Mr. Simpson, Mr. Albu, Mrs. Romweber, (Mrs. Romweber arrived at 7.30 P.M. due to a previous commitment), Mr. Seifert, Mr. Nunnery Maintenance Mr. Gillespie Supervisor Clerk/Treasurer Ms. Ross Mayor Rolfes opened the meeting with the Pledge of Allegiance. MINUTES: Mr. Montague moved that the January Minutes be accepted as written. Mr. Seifert seconded the motion. Motion carried 100%. TREASURER’S REPORT: Mr. Albu moved to accept the Treasurer’s Report. Mr. Seifert seconded the motion. Motion carried 100%. Mr. Albu moved that the Village bills be paid. Mr. Simpson seconded the motion. Motion carried 100%. POLICE REPORT: Officer Greer was not present. FIRE REPORT: Assistant Chief Steve Ober was called out of Council and returned to give his report after the Maintenance Report. Chief Ober reported: In February there were 33 fire details with 4 in the Village of North Bend. One was a life squad assist 3 Rivers Parkway. One was a structure fire at 13 E. Harrison Avenue. One was an auto accident at 3 Rivers and Symmes. There was one other life squad assist. There were 92 EMS in the township of which 5 were in the Village of North Bend. Chief Ober reported that the department is busy making fire inspections. The department Completed the final inspection for St. Joe’s Church. They are also reviewing street guides. The department will make copies of the street guide for Council once it is completed. The department is planning a safety fair this year and would like to do the fair in the Village. Chief Ober requested that signs be replaced to label as East and West Harrison so if department needs to call backup the proper address can be located. GUESTS: No one spoke. COUNCIL OLD BUSINESS: None SOLICITOR OLD BUSINESS: None MAYOR’S OLD BUSINESS: None COMMITTEES: Maintenance Mr. Seifert mentioned that Mr. Gillespie completed 22 years of dedicated service to the Village of North Bend on February 22, 2005. Mr. Gillespie gave his report concerning the work that he, Paul Manning and Matt Rohrkasse had accomplished in February. Mr. Seifert reported there would be a lunch meeting with Todd Kinskey, Mr. Montague, John and Keith Niehaus on 3/7/05 concerning the adoption of the streets in Aston Oaks. Chief Ober and Officer Greer will provide specifications for parking, fire lane and speed regulations. To add proper signage for the Aston Oaks streets should cost around $166.00 per Todd Kinskey. Council agreed to hire Todd Kinskey to attend the meeting. Light, Water & Sewer Mr. Nunnery reported that the cost to purchase and install two lights for the park area would be $794.84. He would purchase the lights from Home Depot and Bachman Electric would install them. Mr. Nunnery moved that the Village purchase and install the lights. Mr. Albu seconded the motion. Motion carried 100%. Mr. Montague suggested we look at replacing the light on the flag also. Planning and Zoning Mr. Montague reported on a meeting he had with Todd Kinskey and Dan Schuster regarding a future Earthworks Ordinance. Mr. Montague mentioned he has had a number of calls from citizens concerning the demolition of trees at the entranceway to Aston Oaks and the site off of Sunset Avenue. The ordinance would establish rules and regulations with what kind of construction could take place without Village approval including the removal of timber. These rules if established would apply to any developer in the Village. Police and Fire Mr. Simpson reported that he would set a date for a firehouse tour probably on a Saturday. He also reported on the CPR class. Mr. Simpson gave an update on the traffic signal at US50 and Shady Lane. He said that JMA had received a letter from ODOT after reviewing the plans. Because ODOT wanted some changes the installation will be delayed. He also reported that there would be a newer fire code ordinance adopted. Mr. Simpson requested that council approve the money to put up an outdoor Bulletin Board to post our meetings and other information pertinent to citizens. Mr. Simpson moved that we purchase the 36 x 60 board at $1004.40 plus freight. Mr. Albu amended the motion to include $300.00 for the freight or a total of $1300.00 to be spent. Mr. Montague seconded the motion. Motion carried 100%. He also reported that the siren would sound an outdoor warning of 5 minutes of steady sounding of the siren to indicate a severe thunderstorm or tornado warning. If the siren puts out a wavering tone it means we are under attack. Finance Mr. Albu made the motion that Council amend the Appropriation Ordinance as Ordinance 2005-1A to include some minor changes in the appropriations due to changing costs for BWC charges etc., because the Clerk/Treasurer did not have that information in December. Mr. Albu declared the ordinance an emergency. Mr. Seifert seconded the request to declare the ordinance an emergency. Motion carried 100%. Mr. Albu moved council pass amended Appropriation Ordinance 2005-1A. Mr. Seifert seconded the motion. Motion carried 100%. COUNCIL NEW BUSINESS: Mr. Montague reported that the survey for the Village Abandonment of Lower River Road has been completed. The Albu family had paid for the survey and Mr. Rybolt has access to his property. It was decided that the Village Solicitor would draft the ordinance to complete this project to be voted on at the March Council meeting. SOLICITOR NEW BUSINESS; None MAYOR’S NEW BUSINESS: Mayor Rolfes reported that Adelphia could provide a copy of the Village Council meetings on a DVD. Mr. Albu made the motion that the Village use Adelphia (Mr. Holt) to record each Council meeting on DVD. Mr. Seifert seconded the motion. Motion carried 100%. Mayor Rolfes reported that the CAP meeting will be held March 17, 2005 at Miami Township Hall at 5.30 P.M. Miami Township and the Village of North Bend will host the meeting. The speaker will be the new Treasurer of the Three Rivers School District. OPEN TO THE FLOOR: Keith Niehaus spoke regarding the adoption of the streets in Aston Oaks, asking what information was required for the upcoming meeting with JMA, the Village and Mr. Niehaus. Mr. Seifert informed Council that the damage on Post Avenue could cost $180,000 - $240,000 according to JMA. JMA could help us receive a grant for the balance if the Village could contribute $36,000 - $40,000. This would be scheduled for 2006. Mr. Seifert will work with Mr. Gillespie to repair Post Avenue until the Village can obtain grant funding for the road. ADJOURNMENT Mr. Albu moved that the meeting be adjourned. Mr. Seifert seconded the motion.
