MAINTENANCE SUPERVISOR’S REPORT

Mayor Sammons acknowledged that currently all salt is being donated by Consolidated Grain and thanked them.

Rick Schultz, Maintenance Supervisor, encouraged residents to approach him with any issues regarding snow removal.

Mayor Sammons brought up the idea to place a “North Bend” sign at the entrance to Aston Oaks; Rick Schultz is researching this topic.

The pothole on Shady Lane will be patched as soon as weather permits. That part of Shady Lane will be reconstructed next spring with a Hamilton County grant.

POLICE REPORT

Lt. Daugherty (Sgt. Speers is away for training) reported there were thirty-eight (38) police calls for the month of December, 2013. Two (2) cases were assigned and one (1) closed. He recognized the work of North Bend’s maintenance crew during the snow emergencies.

Lt. Daugherty explained the Levels of emergencies. Level 1 – Police only respond to incidents with injuries. Level 2 – This level is called by County Police. Level 3 – Citizens are banned from driving unless it’s an emergency.

There was a discussion about cars left on the streets during snow incidents. Lt. Daugherty said a resolution would have to be adopted. Dave Moorman will investigate what policies other villages have to address this issue.

Lt. Daugherty reviewed the law about hunting on your own property. He is going to invite the County Game Warden to give a presentation and answer any questions residents may have on March 6, at 6:00p.m. at the Miami Township Center.

Mayor Sammons said the Aston Oaks Golf Course has asked about thinning the deer population on the course. Lt. said he will research this and that it would be good for the Golf Club representatives to attend the March 6th meeting.

Lt. Daugherty said in the spring, a motorcycle officer will be working traffic enforcement in the North Bend and surrounding areas.

Mayor Sammons welcomed new, Miami Township Trustee, Dan Blanton, attending tonight’s meeting. Mr. Blanton thanked the voters and pledged to do the job to the best of his ability.

FIRE REPORT

THREE RIVERS SCHOOL DISTRICT

Kate Fenton, a representative for the Three Rivers Local School District, went over a few events at the school.

“Coffee with Mr. Bailey” is January 30th from 8:00–9:15a.m. Call the school for reservations.

On February 7th the Three Rivers School Band and approximately sixty (60) students will participate in the William Henry Harrison Birthday Celebration.

On February 23, Business teams will be having their annual mattress sale at the new school.

February 26 thru March 2, Phantom of the Opera will be showing at the new school. Please buy your tickets on-line.

Three Rivers School thanked North Bend for their support in the transition to the new school.

Planning & Zoning - Mrs. Romweber

On December 23, the Planning Commission meeting was held regarding the 8,100 sq. ft. facility being built at North Bend Center. It’s for gymnastic s and karate. Fran Romweber pledged to make sure the building meets the requirements agreed upon at the December 23rd Planning meeting.

Law & Ordinance - Mr. Moorman

Regarding the Village’s options for addressing violations of the Rental Permit Ordinance, notifications were sent to the four rental property owners not complying with the Ordinance. Dave Moorman and Dick Weber visited these four residences. Follow-up contact was made with one owner. Through 12/31/2013, each property is subject to $6,000.00 in fines, and fines continue to mount at $150.00 per day without a Rental Permit.

Law & Ordinance, Continued

Jim Reichert made a report to Council on options available to Council. Dave Moorman summarized the report content to Council. Jim also prepared a report of options available to Council against chronic property maintenance code violators.

Mayor Sammons reviewed the fact that these four property owners are in violation of North Bend law and the Mayor would like to know what avenue can be taken. A discussion was held regarding this topic. Dave Moorman emphasized that North Bend is still willing to work with these rental property owners.

Beautification – Fran Romweber

The Beautification Committee met on January 11, 2014 and discussed our Three-Year Plan which was approved by the Committee. Fran Romweber reviewed that Plan.

There was a discussion of our plans for the playground equipment that has been donated by the City of Montgomery.

TREASURER’S REPORT

January 27, 2014



To Council Members for Your Information and Review



We rolled over the accounting system to 2014 this month with no major issues.



With the New Year we must replenish the various funds that we pay our bills from by transferring money from the general fund. These transfers must be done by council resolution. Mr. Reichert has prepared those resolutions and we will be asking for their adoption later in this meeting.



Also as part of the New Year we must rewrite and approve all our Purchase orders and blanket certificates. We try to write these as needed but with the New Year comes a substantial amount of them. I have prepared a list for council to review before asking for the three signatures on each. As always I encourage questions or clarifications of any of the P.O.’s or Blanket Certificates either now or at the office.

MAINTENANCE REPORT RICK SCHULTZ JANUARY 27, 2014





Snow Removal – Salt – We started 2014 with 46 tons on hand. We had 75 tons

delivered to salt dome on Cooper Road on 1/8 and 1/9. Balance as of today is

12.5 tons. We have used 166.5 tons to-date this year compared with 77 tons

last season. We have 75 tons ordered, but we are on a temporary hold. Our contract person has been trained on both routes.







Equipment – Repairs – Meyer snow plow had to have welding repairs. Ordered

new cutting edges, made of rubber that will cut down on the wear of both trucks

and snow plows.

- Tractor has been sent out for service

- When tractor comes back, we will send out mower for service







Holiday Decorations – I’d like to thank Cleves for the help and use of their bucket

truck. We also helped Cleves with their decorations as well as Addyston. We

took down Council Hall decorations and stored away.







New Equipment – the new chipper has arrived.

State of the Village Address

Monday, January 27th, 2014



225 years ago, our forefathers had the foresight to establish the Village of North Bend. Since then, the Village has been the home of two US Presidents and many others who have influenced the direction of this Village. North Bend, until recently, was the home of Taylor High School for almost 100 years and that rich history helped create a new and exciting new school that now resides in the Village of Cleves that will serve our young residents into the long foreseeable future. Over two decades ago, our previous council had the foresight to work with a developer who decided to build a golf course community in this historic Village. This decision has transformed the landscape of the Village and has provided great diversity to this historic Village.



As a country, we recently went through a horrible financial recession and this affected everyone. Some of us lost our jobs and others had to go back to work. We all needed to look at things differently not only on a personal level but as a community and as a Village Council. I am so proud to announce that the Council responded and as of today, the state of the Village is on strong financial footing. Since the recession hit, Council was able to renovate Council chambers, improve our transportation equipment, improve our roads, enter into a long-term agreement with Miami Township to service the Village from an EMS/Fire perspective and to contract with a full-time police car in order for the Sheriff’s Dept. to continue to provide superior police protection to our Village. We did all of these things while coming in under our annual budget. As a council, we will always make sure that the Village is on strong financial footing and that we can continue to provide the core services that our residents expect of us.



When I ran for Mayor in 2011, I told everyone that I wanted to establish a beautification committee to help beautify the Village. I felt that if we focused on this effort, it will create a return on investment to our community by improving home values, enhance our view of our Village and to make our Village a better place to live. In January, 2012, we established that committee and it has been headed up by Councilwoman Fran Romweber. Through her leadership along with the participation of other members of the committee, we established a 3 year plan. In that plan, we wanted to improve our gateway to the community and we did that with the improvements to the property at Miami Ave. and US 50, called the Point. We also wanted to place flowers throughout the Village and we did that with the help from our Maintenance Super visor, Rick Schultz, who built and deployed 12 planters throughout the Village. We also wanted to expand on our Christmas decorations and we did that by adding lights throughout the entire Village.



This is only the beginning! We have since earned a WeThrive grant and in the spring of this year and we will be installing a new playground in the property next to our administration building. This equipment is being donated by the City of Montgomery which will go a long way in establishing a place for our young residents to play. We are also looking at installing banners throughout the Village that reflect current events going on in the Village along with seasonal banners. We also plan on installing 3 flag poles at the Point that will be lit and enhance our gateway.



The Village continues to provide the core services such as snow removal, grass cutting, property maintenance and maintaining our roads. This is managed through our maintenance area which is lead by Rick Schultz. Rick has been a great addition to our Village and he has provided us with great leadership into improving the way we do things and provides us with ideas that we would have never thought of. He and his crew have been very responsive to the residents of the Village and always go the extra yard when responding to their needs.

As the Mayor of the Village, I pledge to you that I will continue to seek the opinions of our residents when formulating new ordinances, establishing new services or adding improvements to our Village. I have mentioned on numerous occasions that I would like to see our citizens more active in their government. Government is only as good as the citizens in it. That means coming to meetings and learn more about what we are doing as a Council. Question our decisions. I will never have an issue when a citizen believes we have made a bad decision and questions us. We are here to make government better for the Village we all live in. I believe I am not speaking out of turn when I say that all of the members of this Council are receptive to new ideas and willing to work with anyone when they feel something can be done better. I believe that was illustrated when we enacted the new rental permit ordinance.



As we get ready to celebrate the birthday of our 9th president, William Henry Harrison, let us keep in mind why we have government. We are here to maintain a Village we all chose to live in. Provide services that make everyone’s life easier to live and through our collective efforts help this Village thrive.

I look forward to a successful 2014 for all of the promise it provides and I am still honored that the citizens of this historic Village chose me as their Mayor. God Bless the Village of North Bend and God Bless the United States of America.
