Members Present: Mayor Mr. Rolfes Law Director Mrs. Rentz Clerk Ms. Ross Councilpersons Mr. Nunnery, Ms. Romweber, Mr. Simpson, Mr. Albu Mr. Montague and Mr. Seifert MINUTES: Mr. Seifert moved to accept the Regular Meeting Minutes of December 29, 2003, and Special Council Meeting Minutes of January 1, and January 20, 2004. Mr. Montague seconded the motion. Motion carried 100%. TREASURER’S REPORT: Mayor Rolfes said the Treasurer’s report for January will be available February due to year-end transfer of funds into the system. The year-end 2003 report is complete and available. POLICE REPORT: Officer Greer presented the December police report to Mayor Rolfes. Officer Greer reported there was nothing new for North Bend from the Sheriff’s Department. FIRE REPORT: Assistant Fire Chief Ober reported there were 25 fire rescue runs in North Bend in 2003 (auto accidents). There were 88 EMS details in 2003. For 2004, there has been 1 fire detail. GUEST: Three Rivers School District Superintendent Dr. Rhonda Bohannon gave a presentation to support the 12-mill school levy on the ballot for March 2, 2004. She introduced Mr. Alan Montague Sr. and Missy Gottmann who spoke in support of the levy. Scott Hiles, District Treasurer, and Margaret Knapp, Levy Co-Chair, were also present. Mr. Jim Rozelle of Fuller, Mossbarger, Scott and May Engineers, reviewed the Hamilton County Natural Disaster Mitigation Plan. He reported that in order to secure FEMA funds for a natural hazard in the Village that Council would have to sign on to the county plan. Mr. Montague moved to accept the plan as Resolution 2004-1 and declare it an emergency. Terry Simpson seconded the motion. Motion carried 100%. COUNCIL OLD BUSINESS: None. SOLICITOR OLD BUSINESS: Mrs. Rentz read for the third time Ordinance 2004-02, appointing the Law Director. Mr. Montague moved to accept Ordinance 2004-02. Mr. Seifert seconded the motion. Motion passed 100%. Mrs. Rentz read for the third time Ordinance 2004-03, appointing the Village Engineer. Mr. Montague moved to accept Ordinance 2004-03. Mr. Seifert seconded the motion. Motion passed 100%. Mrs. Rentz read for the third time Ordinance 2004-04, appointing the Village Building Inspector. Mr. Montague moved to accept Ordinance 2004-04. Mr. Seifert seconded the motion. Motion passed 100%. Mrs. Rentz read for the third time Ordinance 2004-05, appointing the Public Works Administrator. Mr. Montague moved to accept Ordinance 2004-05. Mr. Seifert seconded the motion. Motion passed 100%. Mrs. Rentz read for the third time Ordinance 2004-06, pay rate for the Clerk/Treasurer. Mr. Montague made motion to accept Ordinance 2004-06. Mr. Seifert seconded the motion. Motion passed 100%. COMMITTEES: Mr. Montague wants to establish rules, regulations and work hours in accordance with State law to define part-time, full-time employees and update job descriptions. Mr. Montague recommended we have our solicitor do research and provide council with a legal opinion. COUNCIL NEW BUSINESS: There was no Council new business. SOLICITOR’S NEW BUSINESS: Mrs. Rentz explained the need for Resolution 2004-02, to adopt Hamilton County’s alternative method authorized in the Ohio Revised Code of apportioning local government revenue. Mr. Albu said since the Resolutions is not due until February 27, 2004, he would recommend tabling the passage of the Resolution until the February 23, 2004,Regular Council Meeting. This will give the Finance Committee time to compare the 2003 amounts to the proposed 2004 amounts. MAYOR’S NEW BUSINESS: Mayor Rolfes proclaimed January 27, 2004, as “Shirley Smith Day” and January 28, 2004, as “Maureen Glacken Day”. Mr. Montague moved that Council approve the appointments to the Board of Zoning Appeals Committee. Mr. Nunnery seconded the motion. Motion carried 100%. Mrs. Romweber moved that we confirm Mr. Montague as Chair of the Planning and Zoning Commission. Mr. Seifert seconded the motion. Motion carried 100%. Mr. Albu moved to approve donation of $200.00 to the Harrison Symmes Memorial Foundation for the William Henry Harrison Memorial Ceremony to be held Saturday February 7, 2004. Mr. Nunnery seconded the motion. Motion carried 100%. OPEN TO THE FLOOR: Resident Mr. Carl Rosskopf informed Council that he was still researching questions presented by Council concerning the Community Reinvestment plan he proposed last month. A homeowner’s meeting is scheduled for February 10, 2004, to explain the concept. EXECUTIVE SESSION: Mr. Seifert moved that Council adjourn to executive session to discuss legal and personnel matters. Council returned. Mr. Albu recommended that we provide additional training for the Clerk/Treasurer’s transition from Visiting Clerk Cindy Oser and also hire Maureen Glacken as a Consultant, not to exceed $300.00. Mr. Seifert moved to approve Mr. Albu’s suggestion. Mr. Montague seconded the motion. Motion carried 100%. ADJOURNMENT: Mr. Albu moved to adjourn the meeting. Mr. Seifert seconded the motion. Motion carried 100%.
