21 TAYLOR AVENUE, NORTH BEND, OHIO 45052 REGULAR MEETING MINUTES January 28, 2008 Members Present: Mayor Mr. Simpson Councilpersons Mr. Hartoin, Mr. Nunnery, Mr. Boll, Mrs. Romweber, Mr. Welch, Mr. Sammons Solicitor Mr. Reichert Fiscal Officer Ms. Ross MINUTES Mr. Sammons moved that the December Minutes be accepted as written. Mrs. Boll seconded the motion. Motion carried 100%. TREASURER’S REPORT The Clerk/Treasurer reported that we have a CD that is coming due today. Because interest rates have come down a great deal the CD will be put in the checking account at 3.24% interest as the rollover CD would be 2.81%. Ms. Ross reported that she will investigate Star Ohio to give us good interest rates yet flexibility to pull out our money if necessary. Mr. Welch moved that the Clerk/Treasurer be authorized to pay the bills. Mr. Sammons seconded the motion. Motion carried 100%. GUESTS None MAINTENANCE SUPERVISOR’S REPORT Supervisor Gillespie reported the hydraulic hose on the dump truck was repaired. The department was called out six times to salt the roads. The salt bin has been kept full and thanks to Consolidated Grain the Village has not had to pay for salt. The Department took down the Christmas decorations throughout the village and the gazebo. The department replaced several street signs and put up new stop signs The department repaired a storm drain which had been broken by a large truck. The State inspected the boiler and it passed its annual inspection. The Ohio Historical Society removed two trees on Congress Green because they were in such poor condition that they might fall. Supervisor Gillespie reported he spoke with Mr. Paul Bischoff regarding the new boxes needed for the new Christmas lights and received a quote for the cost of installation. Mr. Gillespie thanked Maintenance Supervisor Lucky Heath of Cleves for calling him out to salt. POLICE REPORT Officer Hyrnack reported that in December 2007 there was a total of 73 details in the Township. Three of those were at 154 Miami Avenue. Four other incidents were: Domestic violence at 9 Washington Avenue An assault at the High School on 12/11/07 An assault at the High School on 12/14/07 The recovery of property from break-ins at 17 Ridge and 61 Harrison where copper pipe was stolen. Both of these addresses were vacant buildings. There was an evacuation from Taylor High School and all the students were out of the building in 11 minutes. Mayor Simpson requested that the police escort the walk to the Tomb for Harrison’s birthday on February 9, 2008. FIRE REPORT Deputy Chief Steve Ober reported in December 2007 there were 41 details for the Department. None were in the Village of North Bend. There were 69 EMS runs with 1 in the Village. For the year 2007, there were only 49 details in the Village with only 6 of those being fires. There were 67 life squad runs and one auto accident with injuries. Chief Ober reminded residents to check their smoke detectors to make certain they are working properly. He said to call the Fire Department if help or installation of detectors is needed. He also requested that all council carry identification cards. Digital pictures will be taken in February prior to the council meeting. Mayor Simpson reported that on February 2, 2008, Chief Ober will have his 27th anniversary with the Fire Department. THREE RIVERS SCHOOL DISTRICT Ms. Katie Meyer reported that the Taylor Business Department will go to Columbus in May as they placed first in the competition. Sixteen students will attend and the cost will be $1300. She asked that anyone wanting to contribute could do so. Also Mr. Michael Voynovich, a teacher at Taylor High School and Ms. Michelle Morand, a senior student, talked about the 19 students from Taylor that attended the Iowa caucus. They were the only high school students to attend and made national news for their attendance. Mr. Tom Bailey also attended. They met the Clinton family, Mike Huckabee, Mitt Romney and Barack Obama. MAYOR’S STATE OF THE VILLAGE ADDRESS . COUNCIL OLD BUSINESS Mayor Simpson reported that Council needs to appoint a representative to serve as Council’s representative on the Planning Commission. Mr. Welch made the motion, Mrs. Romweber seconded the motion. Motion to appoint Mr. Sammons to the Planning Commission for the remainder of his term carried 100%. Mayor Simpson moved that Council reappoint the five previous members of the Board of Zoning Appeals who all are willing to serve again. They are: Jim Barth, Phyllis Kugler, Phil Weinkamp. Bernie Newman and Cheryl Seifert. Mr. Welch made motion to reappoint the previous members to the Board of Zoning Appeals. Mr. Sammons seconded the motion. Motion carried 100%. Resolution 2008-02. SOLICITOR OLD BUSINESS From the December 2007 meeting it was suggested that Mayor Simpson and Ms Ross be appointed designees for the Training of Public Records Retention and access. Mr. Sammons moved that we appoint Mayor Simpson and Clerk Treasurer Sheryl Ross to this responsibility. Mrs. Romweber seconded the motion. Motion carried 100%. MAYOR’S OLD BUSINESS No Report COMMITTEES Finance Mr. Welch reported that the Finance committee met tonight before the council meeting concerning village 2008 appropriations. He said he hoped that council will be able to adopt the 2008 appropriations at the February meeting. Light, Water and Sewer Mr. Nunnery reported that we received another more detailed bill from Rogers Plumbing for the hydrant in front of Rohrer’s. He reported that the new bill still did not explain why it was more than double the estimate of other plumbing companies for the work performed. Solicitor Reichert will contact Roger’s Plumbing. Mr. Nunnery also reported that JMA needs to do more work concerning the engineering to obtaining Cleves water for the entire village. Maintenance Mr. Boll thanked Leo and our part-timers for the excellent job clearing our winter roads. He reported he met with Mr. Jack Meyer concerning the lights from the DollarGeneral that affect his property. He will also discuss the issue with the developer of North Bend Town Center to see who is responsible in resolving this issue. He also discussed Taylor and South Miami Avenues where cars park and block traffic visibility. Officer Hyrnack will assess the situation and recommend a resolution. Police & Fire Mr. Hartoin reported he has no reports other than the ones given by Office Hyrnck and Fire Chief Steve Ober. Planning and Zoning Mr. Sammons reported that the village needs another member on the Planning and Zoning Committee. Mr. Chris Vorbroker from Rainbow Daycare introduced Mr. Joe Cowens who would like to purchase their building (the former daycare) that has been for sale on Taylor Avenue. Mr. Cowens said he would like to know what the village envisions for the property. Council suggested he bring ideas of what he wants to do. Currently the property is zoned residential but he would possibly like to renovate and open a non traffic generating business in the building. Law & Ordinance Mayor Simpson announced that Mrs. Ruelman was appointed to the Planning Commission. Mrs. Romweber encouraged residents to advise us of properties that do not meet the Village standards due to litter and junk in their yards. She reported that the Village will enforce the Property Maintenance Agreement. SOLICITOR NEW BUSINESS Mr. Reichert reported that Council needs to officially appoint the Street Commissioner for year 2008. Mr. Sammons moved we appoint Mr. Boll. Mrs. Romweber seconded the motion. Motion carried 100%. Mr. Sammons moved that the Village rejoin the Hamilton County Regional Planning for year 2008. Mr. Boll seconded the motion. Motion carried 100%. It was reported we need to revise the CRA to include a portion of Brower Road as we did in Ordinance 2006-10. We need to amend Resolution 2006-10 with Ordinance 2008-01 and declare it an emergency. Mr. Sammons moved that we declare Ordinance 2008-01 an emergency. Mr. Boll seconded the motion. Motion carried 100%. Mr. Welch moved that we pass Ordinance #2008-01. Mr. Nunnery seconded the motion. Motion carried 100%. COUNCIL NEW BUSINESS No Report MAYOR’S NEW BUSINESS Mrs. Romweber moved that we reschedule the May council meeting to May 19, 2008 due to the Memorial Day holiday. Mr. Welch seconded the motion. Motion carried 100%. Mayor Simpson reported the Tribute Walk for President William Henry Harrison will begin at 10:45 from the Administration Building. This event will be Saturday February 9, 2008 and is sponsored by the Harrison Symmes Association. Mayor Simpson requested Council purchase new Christmas decorations as the company offers a 40% discount for decorations purchased by the end of February. The cost will be $1345.00. Mr. Welch moved we purchase the decorations. Mrs. Romweber seconded the motion. Motion carried 100%. Mr. Reichert requested the February meeting be rescheduled. Mr. Hartoin moved the February meeting be changed to February 18th. Mrs. Romweber seconded the motion. Motion carried 100%. Mayor Simpson reported council will receive the Village Officer’s Handbook as copies are being made for everyone. The HIP Loan Program is now placed on hold due to the County Budget constraints. A new council member seminar will be held March 29, 2008 from 9:00 – 3:00 p.m. at the Holiday Inn near the Dayton Mall. OPEN TO THE FLOOR No report MAYOR & COUNCIL ANNOUNCEMENTS, COMMENTS EPA will hold a meeting concerning the fort Scott property Stream Mitigation. Mayor Simpson mentioned all the local meetings he attended. Mr. Sammons reported that St. Xavier High School won the State Football Championship and is ranked the #1 team in the country. Mr. Joe Large was recognized for his work in clearing out the property around Harrison’s Tomb. ADJOURNMENT Motion made by Mr. Welch to adjourn the meeting. Motion seconded by Mr. Sammons.
