Mayor Rolfes opened the meeting with the Pledge of Allegiance.

MINUTES:

Mr. Simpson moved that the December Minutes be accepted as written. Mr. Montague seconded the motion. Motion carried 100%.

TREASURER'S REPORT:

Mr. Welch moved to accept the Treasurer's Report.

Mr. Montague seconded the motion. Motion carried 100%.

Mr. Welch moved that the Clerk/Treasurer be authorized to pay the bills. Mrs. Romweber seconded the motion. Motion carried 100%.

POLICE REPORT:

Officer Hrnyak gave his first report to the village council. He reported there were 7 incidents in the Village of North Bend in January. There was a domestic violence and an assault both resulting in arrests.

The Sheriff's office will provide police support for the parade to the Tomb on Saturday February 4th to commemorate William Henry Harrison�s birthday. 

Mr. Simpson reminded Officer Hrnyak of the village curfew.

FIRE REPORT:

Deputy Chief Steve Ober reported that there were 4 fire details.

In 2005 the Village had 35 fire details and 85 EMS details.

He also reported that 11 Miami Township firemen had completed Hazmat Tech training programs. Two industries in the township have received Hazmat monitors.

MAYOR'S OLD BUSINESS:

Mayor Rolfes introduced the amended pay ordinance for Village employees due to a clerical error in the Deputy Clerk's rate of pay.

Mr. Montague moved that the amended pay ordinance be declared an emergency. Mr. Welch seconded the motion. Motion carried 100%.

Mr. Welch moved that the amended pay ordinance be approved. Mr. Montague seconded the motion. Motion carried 100%.

COMMITTEES:

Finance

Light, Water and Sewer

Mr. Nunnery reported that due to an error on the part of the auditor's office the Aston Oaks lighting assessment will not appear on the homeowners tax bill until June 2006.

Maintenance

Mr. Gillespie reported the dates for the village spring clean up for the two weeks beginning April 17 and April 24, 2006.

The maintenance department put up the speed limit signs in Aston Oaks. They removed and put away the village Christmas decorations.

They repaired the tractor and the transmission line leak in the truck.

The department declined the $4490.00 bid to fix the guardrail on Brower Road and repaired the guardrail themselves. The gutters on the administration building were cleaned.

Police & Fire

Mr. Simpson set a meeting of the Police and Fire committee to review the bids for the surveillance camera estimates. The meeting will be February 15 at 6:00 P.M. prior to the Zoning and Planning meeting at 7:00 P.M.

Mr. Simpson also reported that the Home Improvement Program is still in effect to be utilized by citizens making home improvements.

Mr. Simpson said the Township levy that was defeated will be placed on the ballot again in 2006.

Mr. Simpson recommended that council spend $75 on donuts and coffee for the community and dignitaries who participate in the parade to the Tomb on Saturday February 4, 2006.

Mr. Montague moved that the Village spend up to $75 on those refreshments. Mr. Nunnery seconded the motion. Motion carried 100%.

Planning and Zoning

Mr. Montague presented Mr. Rusty Wayne's request that a zoning change from R3 to B1 for 221 Miami Avenue take place so Mr. Wayne can build storage condominiums.

Mr. Toddy Kinsky from Hamilton County Regional Planning clarified what this change will mean to the Village and its residents.

Mr. Montague moved that council approve this zoning change.

Mr. Simpson seconded the motion. Motion carried 100%.

Mr. Montague also explained the site plan and concept plan for the commercial lakebed property owned by Mr. Dwayne Means.

He also reported that the Fischer development off St. Annes had resolved the concerns about the landscape issues and run off.

Aston Oaks resident Art Beinkemper reported on landscaping changes the Aston Oaks Home Owners Association would like to request concerning the entranceway between the Fox Hill and Eagles Cliff developments. The homeowners want more prevalent shield to the developments as well as requested that the easements need to be recorded with Hamilton County concerning the common area property to be sold as lots. He said the AOHOA also wants improvements to the Riverview Overlook on the property.

Mr. Montague called the Zoning and Planning meeting at 7:00 P.M. on February 15, 2006.

Also, AOHOA wants the need for a traffic light at US50 and St. Annes to be explored.

SOLICITOR NEW BUSINESS:

Mr. Welch moved that Council pass the village Earthworks Ordinance as Ordinance #2006-06. Mr. Montague seconded the motion. Motion carried 100%.

Mrs. Romweber moved that Council pass Ordinance #2006-01 concerning the Hamilton County Regional Planning Contract. Mr. Seifert seconded the motion. Motion carried 100%.

Mr. Montague moved that Council appoint James Reichert to serve as Village Law Director for 2006 as Ordinance #2006-02. Mr. Seifert seconded the motion. Motion carried 100%.

Mr. Welch moved that the Village re-appoint the Village Engineer as Ordinance #2006-03. Mr. Simpson seconded the motion. Motion carried 100%.

Mr. Montague moved that Council reappoint the Village Public Works Administrator as Ordinance #2006-04. Mr. Welch seconded the motion. Motion carried 100%.

Mr. Montague moved that Council member Doug Seifert be reappointed Village Street Commissioner as Ordinance #2006-05. Mr. Welch seconded the motion. Motion carried 100%.

MAYOR�S NEW BUSINESS:

Mayor Rolfes invited citizens to the Wm. Henry Harrison Memorial ceremony on Saturday morning February 4, 2006

Mr. Seifert moved that Councilmember Alan Montague serve as Vice Mayor for 2006. Mrs. Romweber seconded the motion. Motion carried 100%.

Council moved to executive session.
