Meeting was called to order at 7:00 P.M. by Vice Mayor Hartoin.

MINUTES

Fran Romweber moved that the May 31st Minutes be accepted. Dave Moorman seconded the motion. Motion carried 100%.

TREASURER’S REPORT

The Treasurer’s Report is available at the Village office.

Marty reported that she corrected all revenue balances. The mid-year Tax Budget is due July 20th. Marty has asked for a one-month extension.

PAY THE BILLS

Shirley Smith made motion to pay the bills. Tim Boll seconded the motion. Motion carried 100%.

MAINTENANCE SUPERVISOR’S REPORT

The Maintenance Supervisor’s Report is available at the Village office.

DEPUTY CLERK’S REPORT

The Deputy Clerk’s Report is available at the Village office.



Dave Moorman made motion to adopt Resolution 2016-09 – Authorizing the Village of North Bend to Prepare and Submit an Application to Participate in the Ohio Public Works Commission State Capital Improvement and/or Local Transportation Improvement Program(s) and to Execute Contracts as Required. Shirley Smith seconded the motion. Motion carried 100%.

POLICE REPORT

Sgt. Raker reported there were five cases assigned to detectives and two cases were closed. There was a banner stolen from Brower Road and two car thefts for the month of May.

GUESTS

Ms. Rita Allen, 79 E. Harrison Avenue, requested assistance regarding a water issue involving her neighbor. Her neighbor has installed a new drain which redirects his water problem into her yard. Council discussed the issue and asked Rick to check out the situation.

Mr. James Pessler discussed developing property along Three Rivers Parkway adjacent to his

BIERmarkt business. He is attempting to purchase 426 Three Rivers Parkway and is close to

reaching an agreement with the owner. He has come to Council to ask about purchasing

three pieces of property owned by the Village of North Bend. Scott Sollmann mentioned that

Council and Mayor Sammons, who is not present at this meeting, would be able to convene

into Executive Session to discuss this matter. There was a discussion mentioning council would need more specific plans to make an informed decision. Please see attachment



FIRE REPORT

Chief Ober reported there were three fire details and nine EMS runs. These included two auto accidents and one fire alarm.

They are continuing their fire hydrant checks throughout North Bend.

Dave Moorman and Rick Schultz had a follow-up meeting with Dan Schoster, JMA, regarding the resurfacing of roads within North Bend. They agreed to use well-driven roads for a trial run using different paving options.

Fran would like to know who is responsible for cutting the grass on the hillside between Sunset Avenue and Three Rivers Parkway where Performance is located. Rick will check into it.

MAYOR’S NEW BUSINESS/ REPORT

Ron Hartoin stated Mr. John Niehaus would like his Eagles Cliff Performance Bond released. Mr. Hartoin stated a Maintenance Bond would be issued. Ron recommended Mr. Niehaus sign a two-year Maintenance Bond retroactive to December, 2015, (when original repairs were completed) and asked Council’s opinion in proceeding forward. Dave Moorman recommended a two-year Maintenance Bond from the date of the new repairs to the road on Eagles Cliff. This would be in the amount of 10% of the total project, which would be approximately $4,100.00. Northside Bank is holding the bond.

Ron Nunnery made motion to issue a two-year Maintenance Bond which would begin at the time of the new repairs in the amount of 10% of the total bond. Dave Moorman seconded the motion. Motion carried 100%.

TREASURER’S REPORT

June 27, 2016



To Council Members for Your Information and Review



This past month all revenue for 2016 has been posed to the proper accounts and fund balances are correct to date. First half 2016 property tax revenue has been received.



The annual tax budget to Hamilton County for certification of available 2017 appropriations funds is due. Because I did not get Fiscal Officer status change information to Hamilton County the email was not sent to me. I discovered the oversight while familiarizing myself with the Village through the files. I have requested a one month extension. The required Public Hearing will be advertised for 7:00 pm, July 25, 2016. As in the past, it will preceed Council’s regular meeting.



We wrote four purchase orders this month which I will be asking council to approve with three signatures at this meeting:

$2,523.00 to Queen City Office Technologies – emergency purchase of copier

$2,500.00 to HCDC – EDO study for the riverfront park project

$142.56 to Mayor Doug Sammons – mileage for Mayor’s conference

$20,000.00 to MKSK – Riverfront park project grant reimbursements

Showing money in/money out and the check book balance

· Payment and charge Register Report:

Includes all checks & automatic payments taken directly from our checkbook since last Council Meeting

· Receipts Register Report:

Includes all sources of revenue taken in by the Village since last Council Meeting

· Revenue Status Report:

Shows the year-to-date status of each revenue account as of date of this Council Meeting

· Fund Status Report: Shows amount left in each fund as of date of this Council

Meeting and the current checking account balance

· Beautification Fund report: Year to date expenses and balance of fund

· Mayor’s Discretionary Fund report: Year to date expenses and balance of fund

MAINTENANCE REPORT JUNE 27, 2016 RICK SCHULTZ



Finished line painting throughout Village (also painted curbs)



Cut back brush – Brower Road and Miami Avenue (off sidewalk)



Trimmed shrubs and tree on Post Avenue and in front of Municipal Building.



Paving of Summit will begin the second week of July.



Garage doors now to be installed in July.



Bids for updating driveway.





DEPUTY CLERK’S REPORT JUNE 27, 2016 Marilyn Kramer



On your desk, you’ll find Resolution 2016-09 – JMA advised me we need to pass this Resolution before August 1, 2016 to be eligible to participate in the OPWC program.

Our old copier, computers and monitor were picked up by Rumpke on June 10.



Copies of our updated Revised Code of Ordinances are on your desks for your home copy.



We held our Riverfront Project meeting on June 7th. Minutes were distributed.



Our Wellness Committee meeting was June 17th. Minutes were distributed.



I have met with three companies regarding the adult exercise equipment for our playground.

We received a $30,000 grant for our playground. We would like to see additional lighting,

decorative stone for shelter and adult exercise equipment added to playground.



There’s a form on your desk to fill out if you’d like to purchase a custom paver for our Veteran’s Memorial. We already have three orders.



CNN will interview Bev Meyers at William Henry Harrison’s tomb tomorrow, June 28th.



A Letter of Interest was written this month for a planning grant to develop property along Three Rivers Parkway.



I’ll be passing around a volunteer sign-up sheet for the Three Rivers School Ready Fest. The date is August 4, 2016, from 4:00pm to 7:00pm. North Bend’s booth will concentrate on

the We Thrive Pathway, “Healthy Communities”, Substance Use and Abuse.
