MAYOR’S OPENING STATEMENT

Mayor Sammons spoke about the 75th anniversary of D-Day and encouraged everyone to remember our veterans.

Dave Moorman moved that the May 20, 2019 minutes be accepted. Fran Romweber seconded the motion. Motion carried 100%.

TREASURER’S REPORT

The Treasurer’s Report is available at the Village office.

In Marty’s absence, Dave Moorman read the Treasurer’s Report. The 2020 Tax Budget was submitted to the Auditor.

PAY THE BILLS

Fran Romweber made motion to pay the bills. Joe Bonner seconded the motion. Motion carried 100%.

POLICE REPORT

Lt. Boeing reported there were 38 calls for service for the month of May, 2019. One case was assigned to detectives. No cases were closed. There was one criminal incident and one non-criminal incident; there were two auto accidents. Lt. Boeing advised residents not to give money to anyone calling over the phone requesting donations for the police.

GUESTS

Mr. Tanner Buccola, new manager with CTLC (Consolidated Terminals and Logistics Company) did not attend tonight’s meeting.

Ms. Tiffiney Meyers, Cleves councilwoman, advised that the new Skyline will be breaking ground in July. This is located on U S 50 directly in front of Three Rivers School. A roundabout is part of the plan to enter Skyline.

FIRE REPORT

Chief Ober reported they completed North Bend’s hydrant checks. They also responded to high water on U S 50. Miami Township will place a Fire and EMS levy on the November, 2019 ballot. Miami Township has asked that each community (Addyston, Cleves and North Bend) contracted to use Miami Township Fire & EMS Services also place Fire & EMS levies on their November-2019 ballots.

THREE RIVERS SCHOOL

Superintendent Hockenberry reported August 13, 2019 is the first day of school for students. He stated that summer school and drama camp are active programs at the school this summer. They are also giving the school an extensive cleaning. They will name their new principal later this week. Three Rivers School is 95% staffed. Mayor Sammons asked about open enrollment. Mr. Hockenberry stated they are permitted to take 200 students from outside the school’s district, however, they only have room for 10-12 students. Past Taylor High School students who have moved away from the district, but still have connections here, prefer to send their children to Three Rivers School. Mr. Hockenberry stated the 50 staff members are able to send their children to Three Rivers School. The school had 1,900 students when Mr. Hockenberry was named Superintendent; they now have 2,400 students attending.

Dave gave a presentation on the Rumpke & the Ohio Gas Tax increase along with the two levies North Bend will be placing on the November, 2019 ballot.

As of July 1, 2019 the State of Ohio is placing a 10.5 cents tax per gallon of gas for road repairs in Ohio. This would result in a five cent increase per month for waste and a four cent per month increase for recycling. Dave Moorman recommended North Bend pay Rumpke directly; $125.00 for July-Dec, 2019 and $250.00 for Jan-Dec, paid in January, annually, through 2023. The revenue received for North Bend’s recycling efforts could be applied for this expense.

Dave Moorman made a motion to approve that the Village of North Bend pay Rumpke directly for the amount of the Ohio Gas Tax. Ron Hartoin seconded the motion. Motion carried 100%.

Finance – Mr. Moorman, continued,

There was a discussion regarding Resolution 2019-13 Resolution of Necessity for Levying a Tax Exceeding Ten-Mill Limitation for Fire and EMS. (4.79 mill levy); Dave Moorman stated that a 4.79 mill levy will generate an estimated $183,000. He stated that the monies this levy would generate would be passed directly through to Miami Township for the operating costs for the Fire and EMS Department.

Chief Ober stated they would like to increase staffing. Chief Ober stated that, in comparison to other townships, Delhi Township has a 15mill levy, Whitewater Township has a 12mill levy with an additional 2mill levy for paramedics and Green Township has a 10mill levy for Fire and EMS services. Chief Ober also stated that Miami Township directs their TIF money to be spent on Fire/EMS equipment and that helps with lowering the operating levy millage.

Dave Moorman made a motion to declare Resolution 2019-13 an emergency and to dispense with the requirement that this resolution be read on three separate days and be adopted upon its first reading. There was a discussion regarding Resolution 2019-14 Resolution of Necessity for Levying a Tax Exceeding Ten-Mill Limitation for Public Safety Services. (3.0 mill levy); Mayor Sammons stated North Bend pays 20% of the contract between Hamilton County Sheriff and Miami Township for North Bend police coverage.

Dave Moorman suggested North Bend consider conducting a financial study to determine ways North Bend might deal with the increasing cost of Hamilton County Sheriff services.

Mayor Sammons stated we cannot reduce employees; we support only one full-time employee and three part-time maintenance employees. The Deputy Clerk and Fiscal Office are part-time employees. We have been fiscally responsible and it’s our duty to provide services for our residents. Mayor Sammons stated that Consolidated Terminals and Logistics Company donates salt to North Bend and he does not foresee any future significant expenses since renovating council hall, updating the barn and purchasing a truck have recently been done.

Fran Romweber stated safety is first and we should let the voters decide.

Ron Hartoin stated its imperative we ask voters to pass the Fire and EMS levy and possibly ask for a 2mill operating levy, rather than a 3mill levy.

Shirley Smith stated that an operating levy can be used for Fire/EMS expenses or the rising costs of police protection.

Fran Romweber made a motion to declare Resolution 2019-14 for a 2 Mill Operating Levy, an emergency and to dispense with the requirement that this resolution be read on three separate days and be adopted upon its first reading. Shirley Smith seconded the motion. Motion carried 100%. Dave Moorman-yea, Bill Deters-yea, Joe Bonner-absent, Fran Romweber-yea, Ron Hartoin-yea, Shirley Smith-yea.

A letter was sent to Mr. Patel, KHUSBU Group, LLC, owner of the BIERmarkt, regarding fencing placed on North Bend’s property and operating a business zoned residential. Mrs. Patel called our office and was very responsive to North Bend’s notice.

Law & Ordinance - Mr. Bonner

In Joe’s absence, Marilyn stated all residential rental property applications and checklists have been mailed to property owners. We sent a violation notice to the owner of the pole barn on Three Rivers Parkway regarding mud sliding on to the sidewalk. The landscaping in that area has been completed and the issue has been addressed.

Beautification – Fran Romweber

Fran attended Hamilton County’s We Thrive Learning Collaborative on June 11th. Several communities attended and networking is very positive. Fran stated that Whitewater Township, Miami Township and the Village of North Bend will conduct a cleanup day together in the near future.

The 2020 Tax Budget was submitted to the Hamilton Co. Auditor.



Tonight approval of resolutions requesting the County Auditor certify estimated revenue for 2 new levies – Fire/EMS, 4.79 mills, and Public Safety, 3 mills, for placement on the November ballot.



We issued 3 purchase orders – Clift Contractors, $25,000.00, for demolition of 154 Miami Ave., Mayor’s Assn of Ohio, $190.00, for Mayor Sammons registration fee and Board of County Commissioners, $3,430.00 for Fire Dispatch fees.



Distributed to council members this month are the following reports:

Includes all checks & automatic payments taken directly from our checkbook since last Council Meeting

MAINTENANCE SUPERVISOR’S REPORT June 24, 2019 Rick Schultz



- Finished planting and mulching



- Picnic table bases and bench legs were picked up; we will build them this month and place in service.





- We edged curbs – all streets and U S 50.





- Continue to mow, trim and water plants.





- Projects – Flag brackets – Aston Oaks

Cliff Road – pressed limestone and rip rap

Trim back brush

Bucket truck for pole painting and repairs

New brackets for Christmas décor

DEPUTY CLERK’S REPORT June 24, 2019 Marilyn Kramer



- There was an auto accident on June 13, 2019 at the corner of U S 50 and Miami Avenue, on the pork chop. The driver ran into our planter and severed the pole which supported our hanging flower basket and a couple of signs. I contacted Hamilton County Police, received a copy of the accident report and contacted the insurance company. I filed a claim and will be sending them an itemized report soon.



- Our Wellness Committee meeting was June 21st. I’ve attached the minutes for your review.



- The INEOS meeting is Thursday, June 27th at 5:30pm at Miami Township’s Administration Building.



- The three-year permits for the residential rental properties expire August, 2019. Joe and I met and have mailed the applications and checklists to all residential rental properties June 17th. Permits will be issued after completed applications and checklists are received.



- Regarding our roof leaks, I asked Duro Last, the manufacturer of roof materials, to come out and inspect our roof. They repaired two leaks and recaulked one side of the roof.



- Our July council meeting is scheduled for Monday, July 29th, however, with August 7th being the deadline for filing our levy paperwork, would council want to change our meeting date to Monday, July 22nd. This would allow us ten business days rather than six days to hold a meeting to address any issues the Board of Elections may have.



- I will file the paperwork from Hamilton County along with pictures, the invoice and copy of our check to Clift Contractors with Dave Spatholt, Hamilton County Planning and Development, to move forward with the $25,000 loan for demolition of 154 Miami.



- Lewis Tree Service, hired by Duke Energy, will be cutting down three trees on Brower Road that are interfering with the electric lines. Our maintenance crew met with them.



- Corrpro, hired by Duke Energy, is currently testing our gas lines for rust and corrosion in the pipes. This is an annual inspection.







Tickler File:

The one-year moratorium on medical marijuana for North Bend expires August, 2019.



All fire extinguishers will be examined by FES in August, 2019. This is our annual inspection.
