Members Present: Mayor Mr. Rolfes Law Director Mr. Reichert Councilpersons Mr. Simpson, Mr. Welch, Mr. Seifert, Mrs. Romweber, Mr. Nunnery Clerk Ms. Ross Mayor Rolfes opened the meeting with the Pledge of Allegiance. GUEST: Commissioner DeWine opened the meeting with an update on Hamilton County concerning the fiscal health, the population trends as well as the future projects planned to ensure that Hamilton County will have a healthy future. MINUTES: Mr. Seifert moved that the June Minutes be accepted as written. Mr. Welch seconded the motion. Motion carried 100% TREASURER' REPORT: Mr. Welch moved to accept the Treasurer’s Report. Mr. Simpson seconded the motion. Motion carried 100%. Mr. Welch moved that the Clerk/Treasurer be authorized to pay the bills. Mr.Simpson seconded the motion. Motion carried 100%. MAINTENANCE SUPERVISOR'S REPORT Mr. Gillespie reported that on May 26, 2006, they were called to remove two trees from the roadway at Aston Oaks Drive due to the storm. He also reported that ODOT has cut the median on US50 and will put in a catch basin to drain the water under the highway to control the flooding problem. Mr. Gillespie mentioned that fire hydrants, in one neighborhood, in Aston Oaks that have been painted black. He is concerned about the visibility for the Fire Department. The maintenance department put weed killer down in the park and around the barn. They repaired the privacy fence by the barn. They cut the lot where the vacant house is at US50 and Shady Lane. The Washington Avenue residents have been notified about their street repair from June 21 through July 14, 2006. The department painted curbs in the Village. POLICE REPORT: Officer Hyrnak reported that in May 2006 there were 47 details reported in the Village. Of those 47 details, only 4 generated incident reports. FIRE REPORT: Deputy Chief Steve Ober reported that there were 10 details in the Village in May. Five were EMS and 5 were Hazmat incidents. He said there is a new Fire Code in the State of Ohio. Chief Ober asked that the Village pass an Ordinance against utilizing grills in multi family dwellings as this is a change implemented in the new Code. Chief Ober discussed the black fire hydrants in one Aston Oaks neighborhood. The Department did a test run at night and the hydrants were not visible. It was decided that the Village would repaint them to the visible yellow color. COUNCIL OLD BUSINESS: None SOLICITOR OLD BUSINESS: None MAYOR'S OLD BUSINESS: None COMMITTEES: Finance Mr. Welch reported that the finance committee met and recommends that the Village prepare an Ordinance to Replace the Levy for 5 years with the same amount, 5 Mills. Mr. Montague moved that Solicitor Reichert prepare Ordinance 2006- 09 and that it be filed with the Auditor’s office 75 days before the November 2006 election. Mr. Welch seconded the motion. Motion carried 100%. Mr. Reichert will prepare the Ordinance to be filed by Mr. Welch at the Auditors office prior to 75 days before the November election. There will be a Finance meeting to complete the 2007 Tax Budget on July 19, 2006 at 6:30 PM. Light, Water and Sewer None Maintenance None Police Mr. Simpson reported that the Hamilton County Environmental office will monitor the air quality in the Village of North Bend, They will test the air quality on a day when the Lanxess plant is operating and the wind is blowing toward North Bend. Planning and Zoning Jennifer Vatter from JMA reported that the Commercial CRA is ready for Council to approve. There will be a 100% 5 year tax abatement for torn down buildings in the CRA district. The Three Rivers School District will be made whole. The ordinance will need to be published and needs to be voted on at the July 31, 2006 meeting. The Planning Commission will meet July 19 at 7.30PM to discuss the CRA and the entranceway landscaping at Aston Oaks. Law & Ordinance The committee will meet July 24 at 6:00 P.M. to clarify the park rules and will amend the current draft. The committee will also discuss and formulate a property maintenance agreement ordinance. Mr. Nunnery will write a letter to Cleves/Addyston regarding the water usage along US50 He will inform them that we want to move our water service from Addyston to Cleves to be consistent for our Village water. COUNCIL NEW BUSINESS: None SOLICITOR NEW BUSINESS: None MAYOR'S NEW BUSINESS: Mayor Rolfes asked that Council replace the Village refrigerator that doesn't work. Mr. Simpson moved that the Village replace the refrigerator for $300-$400. Mr. Seifert seconded the motion. Motion carried 100%. He also reported that he had a letter of interest to fill the Council opening vacated on July 1, 2006 due to the relocation of Mr. Seifert to Hilton Head. Mayor Rolfes presented Mr. Seifert with a plaque on behalf of the Village and thanked him for his 4 1⁄2 years of dedicated service to the Village of North Bend. OPEN TO THE FLOOR: Mr. Jack Meyer reported that there is digging ongoing on the Lakebed for the construction of the shopping area. He mentioned concern about ongoing noise and lighting for residents who live nearby. Mr. Montague said there is a stipulated buffer on both the east and west sides of the property to protect the residents close to the Village shopping area. Mr. Simpson mentioned that Emily Thompson from Taylor High School has been indicted into the La Rosa’s Hall of Fame. ADJOURNMENT: Mr. Seifert made motion to adjourn. Mr. Montague seconded the motion.
