REGULAR MEETING MINUTES
 
June 27, 2005

Mayor Rolfes opened the meeting with the Pledge of Allegiance.
 
MINUTES:
Mr. Seifert moved that the May Minutes be accepted as written.  Mr. Montague seconded the motion.  Motion carried 100%.
 
TREASURER’S REPORT:
Mr. Albu moved to accept the Treasurer’s Report.
Mr. Seifert seconded the motion.  Motion carried 100%.
Mr. Albu moved that the Clerk/Treasurer be authorized to pay the bills.
Mr. Seifert seconded the motion.  Motion carried 100%.
 
POLICE REPORT:
No police report due to the absence of Officer Greer who is on vacation.
 
FIRE REPORT:
Assistant Chief Steve Ober said there had been some changes in the fire department.  He introduced the new Assistant Chief Mike Wells.  He reported that his own new title would be Deputy Chief.
Chief Ober reported 28 fire details in the Township last month and 0 in the Village of North Bend.
There were 67 EMS runs of which 10 were in the Village of North Bend.
Chief Ober reported that the house at 60 St. Annes had been donated to the department for training.  They have received a permit and plan to burn the building on Saturday July 30, 2005.  He asked that the street be closed from 8:00 A.M. – 2:00 P.M. that day.
Mr. Simpson moved that Council approve the closing of the street (St. Annes) from 8:00 A.M. – 2:00 P.M. on July 30, 2005.  Mr. Albu seconded the motion.  Motion carried 100%.
Deputy Chief Ober mentioned that the department would bring equipment to St. Annes for the Labor Day Seifert party.  Council tabled the suggestion that St. Andrews be closed for the party.  It was decided to discuss this possibility in the Police Safety Committee meeting.

COMMITTEES:
Finance
Mr. Albu reported that his committee had a meeting to discuss the formation of the 2006 Budget.  At that meeting the committee chairs were asked to get together costs of new equipment needed for 2006.  It was decided to budget 3% increase in 2006 for most line items.
Mr. Albu set another budget meeting for July 13, 2005 at 6:00 P.M. in order that the 2006 Budget can be approved at the council meeting July 25, 2005.
Mr. Albu also explained the 1 Mill life squad replacement levy that will be placed on the November ballot this year because the previous levy will expire January 1, 2006.
The auditor has reported that the 1 mill levy currently at $27.05 per $100,000 evaluation will be increased to $29.47 per $100,000 evaluation.  The levy will be approved for another 5 years.
Mrs. Romweber said that on behalf of our solicitor this would be the 2nd reading of the ordinance to place the levy on the November 2005 ballot for citizen approval.
 
Maintenance
Mr. Seifert
Mr. Seifert reported that they are in the process of contacting citizens on Post Avenue regarding their interest in a temporary repair of their road or waiting until a more permanent solution can be completed.
Mr. Seifert set a maintenance committee meeting for Monday July 11, 2005 at 6:00 P.M. to discuss equipment proposals for the 2006 budget.    
 
Mr. Gillespie gave his report concerning the accomplishments to beautify and maintain the village this past month. 
They have completed painting crosswalks, fire hydrants as well as keeping the village grass cut and trimmed.
 
Mayor Rolfes has written a letter to ODOT and Representative Steve Driehaus has written to ODOT about US50 in front of Rohrer’s.  Mr. Montague said we might have our engineer evaluate the problems there and advise about the safety of the road.  Mayor Rolfes will wait for a response from ODOT before contacting our village engineer.
                 
Police & Fire
Mr. Simpson
Mr. Simpson reported that he and Sgt. Butler walked Aston Oaks to review the signs.
Mr. Simpson has called a meeting for July 11, 2005 at 7:00 P.M. after the maintenance meeting.
Mr. Simpson reported that the traffic signal work should begin in 8-12 weeks.
Mr. Simpson reported we received a check from the Kiwanis for $300 to purchase a bench for the park, with a plaque in memory of Carl Hunsicker who had contributed financially to the village when it was in trouble.
 
Planning and Zoning
Mr. Montague
Mr. Montague informed the citizens that the zone change from R2 for Fox Hill and Eagles Cliff be approved.  He explained that the Planning Commission with the zone change would have a final say on homes/condos in each of these developments.
Mr. Montague moved that the village grant the zoning change from R2 to R2PUD for Fox Hill and Eagles Cliff in Aston Oaks.
Mr. Simpson seconded the motion.  Motion carried 100%.
 
COUNCIL NEW BUSINESS:
Mr. Albu reported and invited citizens and council members to attend a government seminar presented by an attorney from the State Auditor’s office.
Mr. Seifert reported that St. Joe’s Festival is July 8, 9 and 10th.
