Mayor Rolfes opened the meeting with the Pledge of Allegiance.

MINUTES:

Mr. Montague moved that the February Minutes be accepted as written. Mr. Seifert seconded the motion. Motion carried 100%.

TREASURER’S REPORT:

Mr. Simpson moved to accept the Treasurer’s Report.

Mrs. Romweber seconded the motion. Motion carried 100%.

Mr. Seifert moved that the Clerk/Treasurer be authorized to pay the bills. Mrs. Romweber seconded the motion. Motion carried 100%.

MAINTENANCE SUPERVISOR’S REPORT

Mr. Gillespie reported that the maintenance department cleaned out the flowerbeds, cut brush on Brower Road, filled holes on St. Annes. They prepared the mowers for spring. They salted the streets from March storm, put new batteries in the truck. They placed new garbage can in the tennis court. They also dug a ditch to prepare for the surveillance cameras. They picked up a broken television and bed dumped at St. Annes. They cleaned up vandalism in the park.

Mr., Gillespie reported that brush had been cut on US50 eastbound.

POLICE REPORT:

Officer Hrnyak said there were 59 incidents in the township in February. 12 were in the Village of North Bend. He mentioned in January, February and March there were 22 calls from 154 Miami Avenue. It was the most visited residence. He said there were 8 traffic citations and that he had stepped up patrol in the park.

Mr. Simpson asked about the rape in the village reported in the Western Hills Press. Sgt. Hrnyak said he did not have the March report to verify whether that was reported accurately in the Press.

FIRE REPORT:

Deputy Chief Steve Ober reported that there were 8 details all EMS in the Village in February. He said the department retired a truck so there is a vacant bay in the North Bend Administration Building.

He reported that beginning April 1, 2006 the department would be checking all fire hydrants. The department received a $52,000 Federal grant to purchase a fire safety house to use as an education tool at schools and community events.

GUESTS:

Ms. Mandy Bower, Taylor High School, named Teacher of the Year was commended with a village Proclamation for her dedicated role as a teacher of American History at Taylor High School for 7 years.

Josh Schneider, Taylor High School, won the State swimming championship for the 50-yard free style that he swam in 21.06 seconds. He placed 7th in the 100-yard free style. His goal is to swim for the Olympics. He was commended with a village Proclamation.

COMMITTEES:

Finance

Because Appropriations were passed last month without an ordinance in error, Mr. Montague moved that we declare Ordinance #2006-08 an emergency.

Mr. Simpson seconded the motion. Motion carried 100%.

Mr. Montague moved that we pass Ordinance #2006-08 for the 2006 Appropriations. Mrs. Romweber seconded the motion. Motion carried q100%.

Light, Water and Sewer

Maintenance

Mr. Seifert reported that Brett Pfaffinger donated 35 bags of salt to the Village. Brett is a senior at Taylor High School. Mr. Seifert said he would ask Mrs. Rininger to write a letter thanking him for the donation.

Police & Fire

Mr. Simpson reported that the surveillance cameras would be installed Wednesday March 29, 2006. He said he planted 50 lily bulbs in the park.

He explained the vandalism that happened early Saturday morning and reported that signs have been ordered to convey that the park and administration building have added surveillance cameras. A sign also will be posted in the post office.

Mr. Simpson talked to the residents about the park lighting. It was decided to emphasize light in the park area and diminish light on the basketball court to discourage noisy night play.

Mr. Simpson will turn over his research to the Law and Ordinance Committee to establish ordinances regarding the park. Law and Ordinance Committee will meet April 3, 2006 at 6:00 P.M. with the Safety Committee.

Mr. Simpson reported that sirens are tested the first Wednesday of each month at 12 noon. If there is a steady tone for 5 minutes that means a tornado warning is in effect.

If there is a wavering tone there is a shelter in place or nuclear attack situation.

The Community Yard Sale will be May 19, 20 and 21st.

Planning and Zoning

Mr. Montague reported that Mr. Means and partner are actively pursuing tenants for the North Bend Town Center.

Mr. Montague also brought up the CRA as a way to help developers and homeowners to improve property and build new commercial property.

Mr. Montague moved that the Village contract with JMA to set up the CRA.

Mr. Seifert suggested the Village ask Mr. Means to split these up front costs with the Village. Mr. Montague said he would discuss this with Mr. Means.

Mr. Simpson seconded the motion. Motion carried 100%.

Law & Ordinance

None

COUNCIL NEW BUSINESS:

One of the citizens mentioned that possibly the village could utilize some old railroad ties. Mr. Seifert will check, as sometimes it is hard to dispose of them due to the creosote. He will check on whether it would make sense for us to ask the railroad for them.

The Village “Clean Up” will be April 17 to the end of the month.
