Members Present: Mayor Mr. Rolfes Law Director Mrs. Rentz Clerk Ms. Ross Councilpersons Mr. Nunnery, Ms. Romweber, Mr. Simpson, Mr. Albu and Mr. Seifert Mr. Montague arrived prior to Committee reports MINUTES: Mr. Albu made motion to accept the Minutes of February, 2004, as corrected. Mr. Simpson seconded the motion. Motion carried 100%. TREASURER’S REPORT: The Treasurer’s Report was reviewed for January and February, 2004. Mr. Albu moved to accept the February, 2004, Treasurer’s Report. Mr. Seifert seconded the motion. Motion carried 100%. Mr. Seifert the moved that we pay Village bills. Mrs. Romweber seconded the motion. Motion carried 100%. POLICE REPORT: Our second shift police supervisor introduced himself to Council and the residents present. Officer Greer reported that there were 3 citations issued in March. It was reported there was vandalism at the tennis court and “closing “ signs had to be replaced. The gate was also torn off the hinges. Tickets were issued for parking in “No Parking” area of Harrison Avenue. A gray sedan has been parked on right-of-way on Harrison Avenue. Officer Greer will monitor. FIRE REPORT: Assistant Fire Chief Ober gave a brief slide presentation on the incident at Ashland on 3/20/04 regarding the “Shelter in Place” procedure that was utilized. He mentioned this was the first opportunity to utilize the procedure. It went well except broadcast information was in error. The incident did not affect North Bend. In March there were 18 fire details of which 2 were in North Bend and 64 EMS details of which one was in the Village. He also reported that Miami Township voted to add 2 new life squads. They will retire one of the old ones by September, 2004, and keep one for a total of 3 active squads. COUNCIL OLD BUSINESS: Mr. Simpson reported that he contacted 3 Landscapers to do the landscaping at the park area next to Administration Building. Only Thiesing returned their bid. Cost for grading and seeding was $1,865.00. Mr. Simpson made motion to accept their bid. Mr. Albu seconded the motion. Motion carried 100%. Mr. Simpson also made motion that we also do some landscaping in placing a parking area in the rear of the park, trees, benches, path as shown on rendering. Cost would be $4,545.00. Mrs. Romweber seconded the motion. Motion carried 100%. SOLICITOR OLD BUSINESS: None MAYOR’S OLD BUSINESS: None COMMITTEES: Law & Ordinance Mrs. Romweber reported that the committee met regarding April clean up month. Mrs. Romweber also reported that she had composed a letter to encourage citizens to participate. It was also decided that the committee propose a non-blighting ordinance. Copies of letter and ordinance will be mailed to council. Council will be polled by telephone regarding the above recommendations by the Law and Ordinance Committee. The letter if approved by Council will be mailed to the residence of all North Bend citizens. Maintenance Mr. Seifert said he researched new chairs for Council Chambers. Cost for most styles were $30 - $40 per chair. Mr. Seifert made motion that chairs be purchased at $1200 total plus $200 shipping. Mr. Montague seconded the motion. Motion carried 100%. Mr. Seifert reported that Dan Schuster from JMA is researching where the water on Brower Road is coming from in order to determine a solution to the problem. He reported the US50 speed limit signs are faded. He is requesting new ones from ODOT, which will be at no cost to the Village. Mr. Seifert reported the water problem at US50 and Symmes would be taken care of by Tom Klug at no expense to the Village. He did not have a completion date. Hamilton County Probation Department will supply workers in April or May to pick up garbage and trash in the Village. COUNCIL NEW BUSINESS: Mr. Simpson opened discussion on rewiring the firehouse garage doors. During the “Shelter in Place” incident the fire department did not know how to open doors and that delayed their response. Chief Hughes and Assistant Chief Ober would like this rectified. Assistant Chief Ober will assist Mr. Simpson in finding someone to do work. Mr. Seifert would like to attend the OBWC seminar. Mr. Albu moved that we pay one night’s lodging plus mileage for Mr. Seifert to attend. Mr. Nunnery seconded the motion. Motion carried. SOLICITOR’S NEW BUSINESS: Mrs. Rentz discussed the need to update/revise our Flood Plain Insurance as we need to adopt the regulations specified in their program to be insured by them. These regulations will need 3 readings by May 17, 2004. The first reading of the revised Ordinance by title only was read by Mrs. Rentz. Mayor Jim Rolfes will write them a letter affirming our commitment and progress to adopt the standards by the May 17, 2004, requirement. The Solicitor will draft the ordinance. MAYOR’S NEW BUSINESS: Mayor Rolfes proclaimed April as “Donate Life Month” to promote organ donation and possibly help the 277 people in the Tri-State awaiting organs. Mayor Rolfes proclaimed April 24, 2004, as “Keep North Bend Beautiful Day”. Due to the Memorial Day holiday on the last Monday of the month, Mr. Montague moved we change Council’s meeting to May 24, 2004. Mr. Seifert seconded the motion. Motion carried 100%. The Village and North Bend United Methodist Church will be jointly sponsoring an Easter Egg Hunt on Saturday, April 10, 2004, at 10:00 A.M. at the Methodist Church on Symmes Avenue. Mayor Rolfes reported that there were termites over the weekend in Council Chambers. Maintenance Supervisor Gillespie cleaned them up and called Delhi Pest Control who reported that our contract had expired. Mrs. Romweber moved that we renew the contract. Mr. Seifert seconded the motion. Discussion followed. It was decided that the Solicitor look at the contract before renewing as we need the help immediately. Motion carried to renew 100%. Maintenance Supervisor Mr. Gillespie gave his report on all that he and Paul and Matt have done in the past month. It was mentioned how well the village looks this year. OPEN TO THE FLOOR Mrs. Allen reported that the sign on Harrison Avenue needs repair. Mr. David Ziegler gave a report on the CRA proposal in place of Carl Rosskopf. He requested three things of Council: 1. Continued involvement of Ken Albu and Doug Seifert. 2. Engage in discussion of finance committee. 3. Community support by providing what Council wants the CRA committee to bring to Council Mr. Jack Meyers encouraged us to work again on getting a traffic light at the corner of US50 and Shady Lane. He said that already there has been at least one fatality. He proposed that citizens write to ODOT to: Gordon Proctor 1980 W. Broad Street Columbus, Ohio 43223 (614) 466.2335 Mr. Simpson agreed to put the information on the website. Mr. Montague showed Council the Fernbank Park plans. ADJOURNMENT Mr. Albu moved that the meeting be adjourned. Mr. Montague seconded the motion. The Motion carried 100%.
