Meeting was called to order at 6:00 P.M. by Mayor Sammons.

MAYOR’S OPENING STATEMENT
Mayor Sammons read a letter to Ms Bixby written in 1864 regarding her loss of five (5) sons in the Civil War.

MINUTES
Bill Welch moved that the April 29th, 2013 Minutes be accepted. Tim Boll seconded the motion. Motion carried 100%.

TREASURER’S REPORT
The Treasurer’s Report is attached.

PAY THE BILLS
Bill Welch made motion to pay the bills. Tim Boll seconded the motion. Motion carried 100%.

MAINTENANCE SUPERVISOR’S REPORT
See Attached Report
Council discussed adding mulching units to two (2) village mowers at $650.00 each. Council was in agreement. Tim Boll motioned to purchase the mulching units. Ron Hartoin seconded the motion. Motion carried 100%.
St. Anne’s street repair was discussed.
Fran Romweber commented on the efforts of Dollar General for their beautification efforts.

POLICE REPORT
Sgt. Daugherty stated there were 52 calls in April. One case has been closed and one case is being investigated. There were seven (7) citations.
Mayor Sammons questioned an incident at the entrance of Aston Oaks. Sgt. Daugherty will check on its’ status and report back to the Mayor.
Ron Hartoin stated that he appreciated the attention given to his open garage door issue. The Sheriff left him a note advising him he left his garage door open all night. Sgt. Daugherty said this is a regular service.

FIRE REPORT
Tim Boll stated there were no fires for the month of April, however, we’ve had 92 year-to-date.
There have been 13 EMS details for April; 41 year-to-date and 137 for 2012.
We are continuing to work with Cleves Water Works regarding the fire hydrant repairs.
There was a discussion about an out-of-service hydrant that is located within the Addyston Water Department boundaries. Rick Schultz will follow-up on this.

THREE RIVERS SCHOOL DISTRICT
No one attended.

There will be a Neighborhood Watch meeting at Council Hall on Thursday, May 30th at 7:00p.m.

Law & Ordinance - Mr. Moorman
Dave Moorman reviewed the changes to the Rental Inspection Program (Title 16). Several residents have already submitted the new paperwork.

Beautification – Fran Romweber
Lisa Sammons, Marilyn and I are working on the Application for the We Thrive grant from the Hamilton County Public Health Department. If granted, we would use these monies for a new playground for the residents of North Bend.

LAW DIRECTOR OLD BUSINESS
Tim Boll said the owner has been contacted and repairs will begin by the end of June regarding the sidewalk repair at Washington and Symmes.
The contract with Dick Weber has been signed.
The Board of Elections has everything that is required to place the Gas Aggregation issue on the November ballot.
Copies of the Aston Oaks documents requested by the attorneys for the US 50 accident victim have been made and waiting for pick up.
Jim Reichert stated there’s nothing new on the Albu and Smith cases. The next report date to the Judge is June 5th.

COUNCIL NEW BUSINESS

LAW DIRECTOR NEW BUSINESS
Ordinance 2013-2 Motion for Emergency was motioned by Bill Welch and seconded by Fran Romweber. Motion carried 100%.
Ordinance 2013-02 Authorizing an Agreement Between the Village of North Bend and the Board of Hamilton County Commissioners Relative to the Rehabilitation of Shady Lane Project from US 50 to Aston Oaks Drive was motioned by Bill Welch and seconded by Ron Hartoin. Motion carried 100%.
Mayor Sammons reviewed this Agreement. It will be paid by the County through MRF (Municipal Road Fund). Mayor Sammons submitted this through JMA. The amount is $82,000.

MAYOR’S NEW BUSINESS/REPORT

OPEN TO THE FLOOR
Shirley Smith reviewed the 1989 celebration. She wants the engraved bricks moved to prevent damage from the new planters. Mayor Sammons has a plan to remove blank bricks and replace them with the engraved bricks, which are presently under the planters.
She asked for the Memorial Bench (by the Municipal Building) to be redone. She also asked for an addition to be made to the Veteran’s Memorial. Ms. Smith also asked for a "Watch for Children" sign on Washington Avenue due to speeding. Sgt. Daugherty suggested a "speed trailer" to indicate speed. The Mayor and Council will discuss.

MAYOR AND COUNCIL ANNOUNCEMENTS, COMMENTS
Ron Nunnery reminded everyone of the Closing Ceremonies of Three Rivers Schools.
Closing Ceremonies will take place on June 2nd: 1:00p.m. at Miami Heights, 2:00p.m. at Charles T. Young Elementary, 3:00p.m. at Three Rivers Middle School and 4:00p.m. at Taylor High School.
Mayor Sammons reminded residents of the Field of Dreams Reds baseball game on June 19th.

MAYOR’S FINAL COMMENTS
Mayor congratulated his wife on their 25th wedding anniversary.
Taylor High School Graduation is Wednesday, May 29th.
