Members Present: Mayor Mr. Rolfes Law Director Absent Councilpersons Mr. Simpson, Mr. Welch, Mr. Seifert, Mrs. Romweber, Mr. Nunnery Clerk Ms. Ross Mayor Rolfes opened the meeting with the Pledge of Allegiance. MINUTES: Mr. Seifert moved that the May Minutes be accepted as written. Mr. Welch seconded the motion. Motion carried 100%. TREASURER'S REPORT: Mr. Welch moved to accept the Treasurer's Report. Mr. Seifert seconded the motion. Motion carried 100%. Mr. Welch moved that the Clerk/Treasurer be authorized to pay the bills. Mrs. Romweber seconded the motion. Motion carried 100%. MAINTENANCE SUPERVISOR'S REPORT Mr. Gillespie reported that the maintenance department has repaired a water leak at Symmes and Taylor. They also set up for the primary election and planted flowers. They put up the fence behind the barn. The department repaired blacktop at Cliff Road and Congress Green. They cleaned up water on US50. The department removed a fallen tree on Congress Green. Mr. Gillespie reported that three dumpsters were filled in the spring clean up. Mr. Gillespie reported that the garbage cans in the park are being used and that the department is cutting grass whenever there is a break in the weather. POLICE REPORT: There was no police report as Sgt.Hrnyak was not present. FIRE REPORT: There was no fire report as Deputy Chief Steve Ober was not present. GUESTS: None COUNCIL OLD BUSINESS: None SOLICITOR OLD BUSINESS: None MAYOR'S OLD BUSINESS: None COMMITTEES: Finance Mr. Welch reported that Resolution No 2006-01 to certify the Dollar Amount for the Replacement of the 5 M Operating Levy is put on the November 2006 ballot was not received back from the Auditor's office. Mr. Welch will work with Solicitor Reichert to request that the HC Auditor's office certify the dollar amount the replacement operating levy will generate in 2007. They will have the amount by the June Finance Committee meeting. The meeting will be June 21, 2006 at 6:30 P.M. The 2007 Tax Budget will be discussed at that meeting also Mr. Welch moved that Resolution 2006-03 be passed to purchase a new tractor for the Village and that $16,489.97 be transferred from the General Fund to the Street Maintenance Fund to do so. Mr. Simpson seconded the motion. Motion carried 100%. Mr. Welch moved that Resolution 2006-04 be passed authorizing the Village to pay $252.86 for the village share of the purchase of the 2005 35% Elected Official time of the clerk/treasurer for the OPERS Retirement System. Ms. Romweber seconded the motion. Motion carried 100%. Light, Water and Sewer Mr. Nunnery moved that the Village Council approve Resolution 2006-02 authorizing approval of the Hamilton County Solid Waste Management Updated Plan. Mr. Simpson seconded the motion. Motion carried 100%. Maintenance Mr. Seifert reported that the work on Washington Avenue should start any day now. The Mayor brought up the awarded SCIP grant for Post Avenue that had been approved to be received on or about July 1, 2006. Police Mr. Simpson reported that he had put together the emergency phone number list and send to Chief Ober as he requested. Mr. Simpson reported that the Knox Box had been paid for. Mr. Simpson announced that the Memorial Day Ceremony will begin at Harrison's Tomb at 8:50 A.M. At 9:00 A.M. the parade will assemble at Taylor High School. The parade will start at 9:30 A.M. and will follow with the impressive ceremony at the cemetery. Planning and Zoning In Mr. Montague's absence Mr. Seifert moved that Council pass Resolution No. 2005-05, regarding the Annexation of 1.318 acres to the Fox Hill property. This annexation will put all the Fox Hill property will be in the Village of North Bend. Previously the small portion of acreage was in Miami Township. Miami Township agreed to annex the 1.318 acres to the Village at no cost. Mr. Seifert moved that Annexation of 1.318 acres be conveyed from Miami Township to the Village of North Bend. Mr. Nunnery seconded the motion. Motion carried 100%. Law & Ordinance Mrs. Romweber read the first reading of Resolution 2006-06 regarding the Park Rules formulated by the Law and Ordinance Committee. Mrs. Romweber also mentioned that the Law and Ordinance Committee would like to meet at 6:00 P.M. on June 21st to discuss the possibility of the Property Maintenance Code in the Village. COUNCIL NEW BUSINESS: None SOLICITOR NEW BUSINESS: None MAYOR'S NEW BUSINESS: Mayor Rolfes said that Solicitor Reichert had reviewed a new Police Contract with Miami township beginning in 2007 for 4 years. Fees would not exceed a total of $50,000.annually including the cost of the officers and a portion of the patrol car. Mrs. Romweber moved that the Mayor accept the Contract with Miami Township beginning 2007 for 4 years as written. Mr. Welch seconded the motion. Motion carried 100%. Mayor Rolfes reported he had received a request from Cleves to help with the $4,000 cost for the July 4, 2006 fireworks. Mr. Nunnery moved that the Village contribute $500 to the fireworks. Mr. Welch seconded the motion. Motion carried 100%. Mr. Rolfes reported that flowers were sent on behalf of the Village to congratulate the new owners of Rohrer’s on their opening on May 23, 2006. OPEN TO THE FLOOR: Mr. Oehler Chairman of the AOHOA reported that he and Mr. Welch met with Mr. Niehaus regarding a Landscape Plan for the Aston Oaks entrance on May 3, 2006. Mr. Niehaus agreed with the plan, but now he has refused to sign the agreement. Mr. Oehler has requested that the Village withhold building permits from Mr. Niehaus until he signs the agreement. Zoning and Planning will discuss this issue at their regular meeting June 21, 2006 at 7:30 P.M. ADJOURNMENT: Mr. Welch seconded the motion. Motion carried 100%. Meeting adjourned.
