21 TAYLOR AVENUE, NORTH BEND, OHIO 45052 REGULAR MEETING MINUTES November 24, 2008 Members Present:
Mayor Mr. Simpson Councilpersons Mr. Hartoin, Mr. Nunnery, Mrs. Romweber, Mr. Boll, Mr. Welch Solicitor Mr. Reichert Fiscal Officer Ms. Ross Mr. Sammons was excused. Mayor Simpson opened the regular meeting at 7:00 P.M. November 24, 2008 with the Pledge of Allegiance. . MINUTES The motion to approve and dispense with reading the minutes of previous meeting was made by Mr. Welch. Mr. Boll seconded the motion. Motion carried 100%. Clerk/Treasurer Sheryl Ross reported that she feels she might be able to purchase another CD if year end finances permit her to do so. She also reported opening up a second bank account to hold the escrow funds for the monies from the new street maintenance Ordinance concerning construction. TREASURER’S REPORT Motion was made by Mr. Welch to pay the bills. Mrs. Romweber seconded the motion. Motion carried 100%. MAINTENANCE SUPERVISOR’S REPORT The report was given by Mr. Boll as Mr. Gillespie is on vacation this week. POLICE REPORT Deputy absent, no report FIRE REPORT Lt. Keene gave the fire report in the absence of Deputy Chief Steve Ober. There were 8 EMS details in the Village in October and 1 Fire detail as a result of an auto accident. Mayor Simpson expressed concern that the County would reduce the budget for hazmat in order to trim their budget. Officer Keene reported that the Department has been planning and set up for resources concerning hazardous activities that could occur. Mayor Simpson will write the Hamilton County Commissioners to express our concern for hazardous activities and will request that the funding for the activities be left in the County budget. GUESTS No guests were present THREE RIVERS SCHOOL DISTRICT COMMITTEES No one was present from Three Rivers School District to give a report COMMITTEES Finance Mr. Welch reported that the finance committee met on Monday November 17, 2008 to discuss Village departmental needs in 2009. The Village will purchase a new zero turn lawn mower in 2009 at a cost of $4,000 – $5,000 but will hold off purchasing a new Village dump truck until 2010. Mr. Welch reported that there will be an Executive Session at the end of the November Council meeting to discuss employee salaries, bonuses and health insurance contributions in 2009. Light, Water and Sewer Mr. Nunnery reported that he did not return the information on the Aston Oaks Lighting Assessment to the Hamilton County Auditor’s office in time to be placed on the January, 2009 Real Estate Tax Bill. He assured Council that he would turn the information in time for the July, 2009 tax bills. The Clerk Treasurer will budget accordingly to make certain the lighting bills will be paid until the taxes can be collected. Mr. Nunnery also reported that Deputy Chief Ober said the Fire Contract will be completed for signing next meeting for the effective date of 01/01/2009. Maintenance Mr. Boll gave his report when he reported in the absence of Mr. Gillespie. Police & Fire No report Planning and Zoning Mr. Sammons was excused so there was no report. Law & Ordinance No Report COUNCIL OLD BUSINESS There was no Council old business SOLICITOR OLD BUSINESS There was no Law Director old business MAYOR’S OLD BUSINESS There was no Mayor’s old business COUNCIL NEW BUSINESS There was no new council business SOLICITOR NEW BUSINESS Law Director Jim Reichert read Resolution No. 2008-23, Resolution Declaring it Necessary to Open the Year 2009 with Temporary Appropriations utilizing the 2008 Appropriations. Motion made by Mr. Welch to accept Resolution No. 2008-23. Motion seconded by Mr. Nunnery. Motion carried 100%. Law Director Reichert read Resolution No. 2008-24, Adopting the Hamilton County Storm Water District Recommendation for Services & Assessing Fees to Property Owners. Motion made by Mr. Welch to accept Resolution No. 2008-24. Motion seconded by Mrs. Romweber. Motion carried 100%. Law Director Reichert read Ordinance No. 2008-09 Ordinance Re-Appointing Hamilton County Buildings Commissioner to Provide Inspection and Other Services Needed by the Village. Motion made by ______________ to accept Ordinance No. 2008-09. Motion seconded by _____________. Motion carried _________. Law Director Reichert read Ordinance No. 2008-10 Ordinance Authorizing Appropriation Control to be at the Fund Level. Motion made by Mr. Welch to accept Ordinance No. 2008-10. Motion seconded by Mr. Boll. Motion carried 100%. Mr. Reichert read Ordinance No. 2008-11 Re-Appointing Village Public Works Administrator, JMA Engineers. Motion made by Mr. Hartoin to accept Ordinance No. 2008-11. Motion seconded by Mrs. Romweber. Motion carried 100%. Mr. Reichert read Ordinance No. 2008-12 Ordinance Re-Appointing Village Engineers, JMA Engineers. Motion made by Mr. Welch to accept Ordinance No. 2008-12. Motion seconded by Mr. Boll. Motion carried 100%. Mr. Reichert read Ordinance No. 2008-13 Ordinance Appointing Law Director for January 1, 2009 – December 31, 2009. Motion made by Mr. Hartoin to accept Ordinance No. 2008-12. Mrs. Romweber seconded the motion. Motion carried 100%. Ordinance No. 2008-14 – Rates of Pay for Village Employees Held until the end of council meeting Ordinance No. 2008- Ordinance setting Pay Rate for Village Clerk/Treasurer. Held until the end of the Council meeting Resolution No. 2008-25 Resolution Authorizing Incentive Bonuses to Village Employees. Held until the end of Council meeting COUNCIL NEW BUSINESS There was no Council new business MAYOR’S NEW BUSINESS/REPORT Mayor Simpson reported the Cleves Christmas Parade will be Saturday December, 6, 2008 at 2:00 P.M. and Mayor Simpson will ride in the Village pick up truck. Mayor Simpson reported that he needed Council to approve a Resolution that the Village cost for the Storm Water Assessment be charged to the Village residents. Mr. Nunnery moved that Council pass Resolution No. 2008-24 to Approve that the County Storm Water Assessment be placed on resident taxes. Mrs. Romweber seconded the motion. Motion carried 100%. Mayor Simpson read the procedure for the Council meeting minutes. The Clerk/Treasurer will get the minutes to Mrs. Rininger by Thursday morning following the Council meeting. Mrs. Rininger will type them up and e-mail them to Council to review by the following Monday. Council will review the individual committee report for content and accuracy. Mrs. Rininger will correct and e-mail final version to Council, Clerk/Treasurer and the Mayor. OPEN TO THE FLOOR No questions were brought up from the floor. MAYOR & COUNCIL ANNOUNCEMENTS, COMMENTS Mayor Simpson reported that North Bend United Methodist Church will have a Thanksgiving lunch from 11:00 A.M.– 1:30 P.M. on Thanksgiving day at 123 Symmes Avenue. The Three Rivers Kiwanis will have the Hoxworth Blood Drive on December 3, 2008 from 2: P.M. – 4:30 P.M. at Shady Lane Plaza. Call Tom Bailey for more information @ 233-1126. The Three Rivers Kiwanis will have a pancake breakfast on Sunday, December 7, 2008 from 8:00 A.M. – 1:00 P.M. Mr. Boll moved to go to Executive Session and Mr. Welch seconded the motion. Motion to move to Executive Session carried 100%. Council returned from Executive Session. Motion to accept Ordinance No. 2008-14 With Respect to the Rates of Pay for Village Employees was made by Mr. Welch. Motion seconded by Mr.Hartoin. Motion carried 100%. Motion to accept Resolution No. 2008-25 Authorizing Incentive Bonuses to Village Employees was made by Mr. Welch and seconded by Mr. Hartoin. Motion carried 100%. Ordinance No. 2008- Ordinance setting Pay Rate for Village Clerk/Treasurer. HELD ADJOURNMENT With no further business Mrs.Romweber made motion to adjourn the meeting. Motion seconded by Mr. Boll. Motion carried 100%. Meeting was adjourned at 8:20 P.M.
