Mayor Rolfes opened the meeting with the Pledge of Allegiance.

MINUTES:

Mr. Nunnery moved that the October Minutes be accepted as written. Mr. Montague seconded the motion. Motion carried 100%.

TREASURER’S REPORT:

Mr. Montague moved to accept the Treasurer’s Report.

Mrs. Romweber seconded the motion. Motion carried 100%.

Mr. Simpson moved that the Clerk/Treasurer be authorized to pay the bills. Mrs.Romweber seconded the motion. Motion carried 100%.

POLICE REPORT:

(Due to flooding, Officer Greer’s report was given after Maintenance Supervisor Gillespie’s report).

Officer Greer reported that the Village will have a new officer in 2006. He will introduce him to Council at the December Council meeting. Officer Greer will be moving to Colerain Township.

Officer Greer also reported that he ran the report on 154 Miami Avenue and that the details at this time are not enough for the Sheriff’s office to declare the property a nuisance.

FIRE REPORT:

Deputy Chief Steve Ober reported that in October there were 4 fire details in the Village consisting of dropped alarms and an auto accident.

There were 5 EMS details in the Village. He also reported that if we see fire apparatus from Delhi Township in the Village that it is a result of the automatic response collaboration with neighboring departments. This collaboration will provide more immediate response and more fire personnel for the Village as details occur.

He also thanked the citizens for approving the Life Squad levy in November.

GUESTS

Mrs. Susan Bohn, Hamilton County Parks, spoke to Council about the parks 75th anniversary that was celebrated in 2005. Mrs. Bohn said that the 220 Hamilton County Parks preserve 80% of their ground as natural preserves.

Mrs. Bohn also mentioned the new parks acquired and discussed the renovating of the warehouse at Fernbank Park that can be rented by citizens for special events.

COMMITTEES:

Finance

In the absence of Mr. Albu Clerk/Treasurer Sheryl Ross discussed the 6 recommendations the Finance Committee proposed from their November 17, 2005 finance committee meeting.

Since pay rates for the employees, newly elected Council members and the Clerk Treasurer need to be approved by Ordinance, those issues will be approved by January 1st, 2006 by Ordinance.

The rest of the recommendations consisting of:

1. Mr. Gillespie’s 7% contribution toward his family health insurance.
2. The holiday bonuses for employees.
3. Former Mayor Shirley Smith’s request for Village to pay the Village share of her extra elected OPERS. This request was recommended to be denied due to the fact that former Mayor Shirley Smith is no longer an elected official of the Village.

were passed by vote as recommended by the finance committee. Mrs. Romweber moved that we accept the above issues as recommended by the finance committee. Mr. Montague seconded the motion. Motion carried with Mr. Nunnery, Mrs. Romweber and Mr. Montague approving. Mr. Simpson voted against the motion.

Light, Water and Sewer

None

Maintenance

Mr. Gillespie reported that the maintenance department has completed picking up the fall leaves. They have also put up the flags for Veterans Day, set up for Election Day, painted yellow curb in front of Taylor High School.

They also repaired and put up the Village Christmas decorations.

Mr. Gillespie said that all the residents on Washington Avenue complied with the No Parking requests so that the work on Washington can be completed.

The department replaced and repaired various street signs and removed 4 dead deer from the Village as well as repaired and put back into use the leaf vacuum.

Police & Fire

Mr. Simpson reported that the traffic light at US50 and Shady Lane is in the flashing mode and should be in full operation in 2 weeks. JMA will work with CINergy to make certain it is turned on and operating properly.

Mr. Simpson publicly thanked Council, Miami Township, Hamilton County Engineer Mr. Bill Brayshaw, Mr. Sizemore, State Representative Steve Driehaus and State Representative Bill Seitz for the help with the traffic light.

Planning and Zoning

.Zoning and Planning Committee met November 16, 2005. The following issues were discussed:

1. Fisher Homes proposed condo development in property off St. Annes. They would like to build 78 units priced at $150,000 - $200,000. The property is in the Village and Miami Township. All drives would be private. They will return with final development plans at the December 21, 2005, Zoning and Planning meeting.
2. Dwayne Means purchased Lakebed property and is planning a 12-unit strip shopping area along the creek bed. He will develop the 3 single parcels in phases. He is talking with the Family Dollar Store.
3. Rusty Wayne would like a zoning change for property behind 154 Miami Avenue that he would like to develop into 17 or 18 storage condominiums. The adjacent property owners will be notified for discussion at the December 21, at 7:00 P.M. Planning and Zoning meeting.

Law & Ordinance

Mrs. Romweber reported that the house next to Rhorer’s has improved.

2nd reading Earthworks Ordinance

1st reading Certifying Rates of Pay for Employees in 2006

1st reading Certifying Rates of Pay for Newly Elected Council in 2006

1st reading Certifying Rate of Pay for Clerk/Treasurer in 2006

Resolution 2005-09 Certifying Tax Revenue for receipts for 2006 from Hamilton County Auditor Budget Commission

Mrs. Romweber made a motion to declare Resolution 2005-09 an emergency and wave three readings.

Mr. Nunnery seconded the motion. Motion carried 100% with 4 votes.

Mrs. Romweber moved to pass Resolution 2005-09. Mr. Nunnery seconded the motion. Motion carried 100% with 4 votes.

Ordinance 2005-12 – Regional Planning Contract for 2006.

Solicitor Rentz compared the contract to previous contract. She reported that the only changes were a small increase in hourly rates.

Mr. Montague moved that Ordinance 2005-12 be passed as an emergency with the three readings waved.

Mr. Simpson seconded the motion. Motion carried 100% with 4 votes.

Mr. Montague moved to accept Ordinance 2005-12 Regional Planning Contract 2006.

Mr. Simpson seconded the motion. Motion carried 100% with 4 votes.

1st reading to appoint James Reichert as Village Law Director for 2006.

1st reading to re-appoint JMA as Village Engineer

1st reading to re-appoint Village Public Works Administrator

1st reading to appoint Doug Seifert to Village Street Commissioner.

Mr. Sizemore thanked Council for working to install the traffic light on US50 and Shady Lane. He thanked Hamilton County Engineer, Mr. Brayshaw, Donna Milliano and especially Council member Terry Simpson.

Mr. Simpson seconded the motion. Motion carried 100% with 4 votes.
