Members Present: Mayor Mr. Rolfes Law Director Mrs. Rentz Councilpersons Mr. Montague, Mr. Simpson, Mr. Seifert, Mr. Nunnery, Mrs. Romweber Maintenance Supervisor Mr. Gillespie Clerk/Treasurer Ms. Ross Mayor Rolfes opened the meeting with the Pledge of Allegiance. MINUTES: Mr. Albu moved that the September Minutes be accepted as written. Mr. Simpson seconded the motion. Motion carried 100%. TREASURER’S REPORT: Mr. Albu moved to accept the Treasurer’s Report. Mr. Seifert seconded the motion. Motion carried 100%. Mr. Albu moved that the Clerk/Treasurer be authorized to pay the bills. Mrs.Romweber seconded the motion. Motion carried 100%. POLICE REPORT: Officer Greer reported there was a serious auto accident at Miami Avenue and Harrison Avenue. The injured individual involved in the accident was DUI and was airlifted to the hospital. Officer Greer has requested reports for all incidents at 154 Miami Avenue for the past year. Mr. Simpson is also working on some reports. He said there have been 88 dispatches in the first 9 months of the year. After the reports are completed, Officer Greer and Mr. Simpson will meet with the building owner concerning this property. FIRE REPORT: There was no fire report this month due to the absence of Deputy Chief Steve Ober. GUESTS Mrs. Debbie McCarthy spoke on behalf of the Three Rivers School levies on the ballot. She encouraged everyone to vote No to preserve the past levies that have been approved by the Three Rivers voters. She explained that in voting No, the individuals opposing the school levies will not be able to put the repeal levy issues back on the ballot for 5 years. If the issues would pass, we would most likely lose control of our local schools. She also explained that the district has already made 2.5 million in budget cuts. COUNCIL OLD BUSINESS None SOLICITOR OLD BUSINESS: None MAYOR’S OLD BUSINESS: None COMMITTEES: Finance Mr. Albu reported that because our health insurance for Mr. Gillespie is with Hamilton County’s group plan that for 2006 the new carrier will be Anthem instead of Humana. Clerk Treasurer Sheryl Ross explained that by moving Leo’s family coverage to the Anthem preferred HMO it would be a better plan for slightly less cost in premium as it covers all area hospitals and has a wider network of physicians. Mrs. Romweber moved that we move Mr. Gillespie’s health insurance to the Anthem Blue Preferred (HMO). Mr. Nunnery seconded the motion. Motion carried 100%. Light, Water and Sewer None Maintenance Mr. Gillespie reported that the maintenance department is busy preparing for winter concerning equipment making certain everything is ready for snow removal. He thanked owners of the golf course in Aston Oaks (the Macke family) for replacing the golf cart crossing sign at St. Annes. The Department has also spent time removing fall leaves from roads and village property. They also removed trash on US50. They put up flags for Columbus Day and replaced the gas tank in the truck. Police & Fire Solicitor Rentz has revised the sign agreement to submit to the Aston Oaks Home Owners Association. Mr. John Niehaus current AOHOA President will have to sign the document. The document will be signed by Mayor Jim Rolfes and then will be forwarded to John Niehaus for signature. Mr. Albu made the motion to authorize Mayor Rolfes to sign the Village/Aston Oaks Home Owners agreement regarding signage. Mr. Seifert seconded the motion. Motion carried 100%. Mr. Simpson reported he will do a Village street sign inventory as well as design a form to keep the inventory and repairs and replacement up to date in the maintenance department. This inventory will be sufficient for compliance with our Village Insurance policy. Mr. Simpson also reported that the traffic light at US50 and Shady Lane will be installed in mid November. He also reported there has been damage to 2 trees in the park and that improper trash has been dumped in the Village dumpster. He asked to price a security camera in the park to prevent the vandalism. He will provide prices to Council in November. He also will meet with the owner at 154 Miami Avenue as previously discussed. Planning and Zoning Mr. Montague reported that Keith Niehaus applied for no permits to excavate the property on the southeast side of Shady Lane. A cease order was sent to him on October 13, 2005 with the help of JMA. Law & Ordinance Mrs. Romweber requested that a letter be written to the homeowner next to Rohrer’s Tavern regarding the on-going garage sale of clothing and furniture in their front yard. The Village has sent letters previously regarding the unsightly property. COUNCIL NEW BUSINESS: Mayor Rolfes encouraged voters to support the 1 M replacement Life Squad levy, as the levy will expire on December 31, 2005. Citizens who need life squad services will have no out of pocket costs for life squad services if the levy passes. He also reported that Miami Township has a replacement levy to support the Township’s senior center, community center and roads. Mayor Rolfes announced “trick or treat�? will take place on October 31, from 6:00 – 8:00 P.M. Mr. Simpson requested $15 to hand out candy at the Village Administration building during the Halloween hours. He will give the candy out. Council approved. Mr. Simpson also requested that we be registered in the Cleves Christmas parade again at $20 registration fee. He reported that the Three Rivers boys and girls cross county teams have won at the regional meet. Mr. Simpson will invite the new Cincinnati Hockey franchise owner to speak at the November meeting as their team name attaches to the village history. SOLICITOR NEW BUSINESS: Solicitor Rentz read the second reading of the Earthworks Ordinance for North Bend, Ohio. It is Ordinance No. 2005-11. Council had open discussion on projects for which they will be requesting funding from Community Development. Mr. Albu moved that Resolution No. 2005-09 concerning SCIP funding be dispensed from the 3 readings due to the deadline to apply. Mr. Nunnery seconded the motion. Motion carried 100%. Mr. Albu moved that we pass Resolution 2005-09 to apply for the SCIP grant by the deadline in early November 2005. Mr. Nunnery seconded the motion. Motion carried. MAYOR’S NEW BUSINESS: None OPEN TO THE FLOOR: ADJOURNMENT Mr. Albu moved the meeting be adjourned. Mr. Nunnery seconded the motion. Motion carried 100%.
