Meeting was called to order at 7:00 P.M. by Mayor Sammons.

Members Present:

MAYOR’S OPENING STATEMENT:
Mayor Sammons reviewed the John D. Rockefeller, "I Believe" plaque and discussed how it meshes with our Constitution. This plaque hangs in Rockefeller Center in New York City.

MINUTES:
Fran Romweber moved that the August 27th, 2012 Minutes be accepted. Ron Hartoin seconded the Motion. Motion carried 100%.

TREASURER’S REPORT:
The Treasurer’s Report is attached.
Bill Welch made motion to pay the bills. Tim Boll seconded the motion. Motion carried 100%.

MAINTENANCE SUPERVISOR’S REPORT:
Ron Hartoin’s Maintenance Report was read and is attached.
Ron Hartoin commended the maintenance crew for their work this summer, especially during the Council Hall renovation.
Ron Hartoin discussed the problems with the pick-up truck’s lighting system. He is working on the issue.

POLICE REPORT:
Sgt. Daugherty stated for the month of August, there were 60 details and 6 citations issued. There were 5 cases assigned and 2 have been closed. There was 1 OVI on August 23rd.
There’s an off-duty detail (3 officers) working the football games. Ron Hartoin asked about police coverage for a US 50 cleanup detail. Col. Hoffbrauer said a special deputy is available at $30.00/hour and a car at $20.00/hour or we could use the on-duty car.
Bill Welch asked about manual control of the traffic light during Gravelrama. Sgt. Daugherty said a detail can be made available at a cost to Gravelrama.

GUESTS :
Mayor Sammons reviewed the issue of gas and repairs for the Township patrol car.
Paul Beck a Miami Township Trustee, asked council to alter the police contract to include fuel and repair parts. The sheriff’s office will cover the labor. The $160,000 limit would still be valid. Paul estimates the cost at approximately $600.00 to $700.00 per month. There was a discussion of our expanded service under the recent new contract. Tim Boll made motion to approve the contract being altered to include fuel, oil and parts. Dave Moorman seconded the Motion. Motion carried 100%.
Paul mentioned the Rumpke levy has been at 1.25 mills since 1972 and they are now asking for a 2.5 mill levy to cover costs, but may be less. Trash collection may be $22.00 per month per resident if levy fails.

FIRE REPORT:
Chief Ober reported there were 109 EMS runs with 17 in North Bend. There were 13 fire runs with a total of 2 in North Bend. Chief Ober explained the lime green caps on the fire plugs. They indicate old fittings. There are 5 hydrants out of service and the Cleves Water Works is replacing them. There is no safety issue as back-up hydrants are close.

Finance
Bill Welch made motion for Resolution 2012-32 Accepting the Amounts and Rates as Determined by the Budget Commission & Authorizing the Necessary Tax Levies and Certifying Them to the County Auditor and Tim Boll seconded the motion. Motion carried 100%.

Ron Hartoin read the Resolutions listed below and they were voted on as a block. They were all relating to the Council Hall renovations.

Resolution No. 2012-7 - Authorizing Expenditure for Electrical Update of Municipal Building
Resolution No. 2012-8 – Authorizing Expenditure for General Municipal Building Improvements
Resolution 2012-9 – Authorizing Additional Expenditures for Design Services
Resolution 2012-29 – Authorizing expenditure for Carpet Replacement in the Municipal Building
Resolution 2012-30 – Authorizing Expenditure for Interior Painting in the Municipal Building
Resolution 2012-31 – Authorizing Expenditure for Reimbursement for Building Permits for Municipal Building Improvements
Resolution 2012-32 – Accepting the Amounts and Rates as Determined by the Budget Commission & Authorizing the Necessary Tax Levies and Certifying them to the County Auditor

Ron Hartoin made the motions and Bill Welch seconded all seven (7). Motion carried 100%.
Ron Hartoin recognized Mr. Bob Czanik’s work on the Council Hall renovation. Bob lives in the Village and is a general contractor. He donated all his time for this project.
Mayor Sammons recognized Marilyn Kramer/Deputy Clerk for her help in getting Council Hall prepared for the September 24th Council meeting.

Police & Fire
The Crime Prevention meeting was Wednesday, September 26th at 7:00p.m. at Council Hall.
Tim Boll is going to the Sheriff’s Citizen’s Patrol course which is three hours per week at Miami Township. Tim Boll hopes this course will help him in his promotion of the Local Citizens Patrol.
There will be a meeting held on October 3rd at 6:00p.m. for council members and Paul Beck/Fire Department at North Bend’s Council Hall.

Planning & Zoning
No Report

Law & Ordinance
Dave Moorman gave a brief overview of the North Bend Rental Property Inspection Ordinance and related activities. Mr. Dick Weber, our Code Enforcer, will begin conducting these inspections in October. Dave reviewed the requirements for rental property. Landlords will be sent a notice of the process.

Beautification
Fran Romweber reviewed the Minutes (attached) of the September 22nd committee meeting and reviewed the vision of the Committee.
The Lighting Ceremony is scheduled for November 23rd. The 8ft. blue spruce Christmas tree has been donated by Tepe Landscaping.
Fran Romweber reviewed the plan for the property at the corner of Miami and Three Rivers Pkwy and asked Council to approve $6,000 for the project – See the attached.
Fran asked the Village residents to join the effort and improve and decorate their own properties.
Mayor Sammons discussed some of the expenses involved in this project and some future projects.
Ron Hartoin made motion to approve $6,000 for the gateway project. Ron Nunnery Seconded.(no vote – it went to discussion)
Discussion – Bill Welch asked about the sprinkler portion of the project which was estimated to cost $2,000. Ron Nunnery explained the value in it to maintain display. The Mayor said he may have a person who may help in the installation and keep the costs down.
There was a discussion about the other costs involved and that estimates were not firm enough. There were also concerns about the maintenance resources that are needed to maintain this project and existing items in the Village. There was a lengthy discussion about "spending tax payers dollars" and the value of the Beautification Committee.
The sprinkler system ($2,000) was dropped and a $4,000 amount was proposed. Ron Hartoin made motion for $4,000 for the remainder of 2012 for the Beautification Committee and Ron Nunnery seconded the motion. Motion carried 5-1. Tim Boll voted ney.

OPEN TO THE FLOOR:
A question was asked by a resident about the new proposed maintenance supervisor. Mayor Sammons discussed the potential new employee’s qualifications.
Ron Hartoin is working on the previous problem on the US 50 overpass walkway and also the curb by Shirley Smith’s house, which will be a part of the Washington Avenue project.

MAYOR’S FINAL COMMENTS
The Mayor commented on the passing of his father-in-law and offered prayers to the family.
The Mayor may ask Taylor High School to have a contest to paint North Bend president’s pictures for display in Council Hall. Details will follow.
