Meeting was called to order at 7:00 P.M. by Mayor Sammons.

MAYOR’S OPENING STATEMENT

Mayor Sammons opened the meeting stating he listened to the new Italian Prime Minister’s speech, Ms. Giorgia Meloni. She’s very impressive and we wish her luck.

MINUTES

Dave Moorman moved that the August 29th, 2022 minutes be accepted. Bev Bolser seconded the motion. Motion carried 100%.

TREASURER’S REPORT

Dave Moorman read the Treasurer’s report in Marty’s absence.

The Auditor of State advised we need to use an independent auditor for the next four years. Dave explained its normal procedure that every two years, all jurisdictions are audited. North Bend’s audit for the 2021-2022 period will take place in early 2023. The budget will be discussed at our November meeting. Please send Dave any budget items, i.e., streets, equipment, etc. Our F250 truck bed needs to be replaced. Max stated he may have a connection. There are no purchase orders this month.

The Treasurer’s Report is available at the Village office.

PAY THE BILLS

Fran Romweber made a motion to pay the bills. Bill Deters seconded the motion. Motion carried 100%.

MAINTENANCE SUPERVISOR’S REPORT

Mayor Sammons welcomed Nate Redding as our new Maintenance Supervisor. Nate reported the maintenance staff spends two days per week mowing and two days per week watering flowers. They mowed the ditch area on Brower Road at WHH monument site. They also mowed along the west side of US 50.

DEPUTY CLERK’S REPORT

Marilyn stated she updated our email/phone list to include Nate Redding; council has the updated list on their desk. Nate has been added to the Hamilton County snow call out list. Our We Thrive meeting was September 23rd. Halloween is scheduled for Monday, October 31, 2022 from 6:00–8:00pm. Our new council meeting date for October is Thursday, October 27th at 7:00pm. We have a new front door on order from JB Sales. We’re in the process of getting building permits from Hamilton County for our two new structures. Marilyn’s been working with the railroad company regarding the tree removal project along WHH burial site. She’s requesting approval for a new front office computer, as Windows 8.1 will not be supported in 2023. Council suggested we investigate whether we can purchase Windows 11 and install it on the computer we presently have. Max will help with the installation of this software. Tickler File-Marilyn will schedule the leaf recycling event with Nate and Rick in October. Mayor Sammons, Fran Romweber and Dave Moorman – your election term will end December, 2023. All paperwork should be in to the Board of Elections in early August, 2023 for the November, 2023 election.

POLICE REPORT

Sgt. Carney reported that for the month of August, 2022 there were 36 calls for service. There was one criminal report, no auto accidents, two citations and twelve non-billable occurrences.

Mayor Sammons stated that he and Sgt. Carney visited the property on River Road that sits back off the road with a trailer, an attached deck, a hot tub and a separate building. There were several inoperable trucks and rubbish on the property. There’s no running water. They met the tenant’s employee and he stated they repair trucks. Sgt. Carney stated their Environmental Unit could issue a citation if they have more than 10 tires on the property.

Dave Moorman asked Sgt. Carney about Addyston’s new Chief of Police. His name is Eric Penningkamp. There’s no active police monitoring in Addyston. Hamilton County police will respond to emergencies only.

GUESTS

Ms. Paula Brehn-Heeger, Hamilton County’s Library Director, talked about their levy for 2023. Their last levy was a 1Mil operational levy in 2018. They have one million square feet of space most of which is 80-100 years old, donated by the Carnegie Foundation. Their infrastructure needs updating. Half of the library’s income is from the State of Ohio and half is from voters.

She talked about how the Miami Township library in Cleves is a smaller branch. Mayor Sammons stated there’s property in North Bend for a new library. Ms. Brehn-Heeger stated most people want their laser cutters and other assets the library has to operate their small businesses.

FIRE REPORT

Bill Deters read Chief Lacey’s report in his absence. There were 4 fire details and 10 EMS runs for the month of August, 2022.

THREE RIVERS SCHOOL

Superintendent Dr. Mark Ault introduced TRS new Chief Financial Officer, Ms. Teri Riesenberg. Ms. Riesenberg stated she was the Assistant Treasurer with the Princeton School District; she lives in Mason, Ohio. She believes engaging with the community is very important. Mayor Sammons stated Dr. Ault has said that space may be an issue in the near future for TRS and asked, where do you see things going in the future? Ms. Riesenberg stated they will do an enrollment study. At that time, they will look at repurposing space; looking at the CT Young building. An architect may be hired as well.

THREE RIVERS SCHOOL, Continued

Ms. Riesenberg talked about the Fair School Funding Plan. They look at what it costs to educate a basic child, a special needs child, a disadvantaged child and a language disadvantaged child. At this time, TRS has a healthy balance because of the power plant. In the past, they received 2.4 – 2.8 million annually from the power plant. There will be a hard stop of this income in 2027 or possibly earlier because the power plant is shutting down.

Superintendent Ault stated there will be a Finance Committee meeting this Wednesday at 6:00pm at CT Young. Trunk or Treat is October 8th at 3:00pm. Over 1,000 students attend as you pass out Halloween candy from your car. Their craft fair is October 22nd from 9:00am – 2:00pm. The Kiwanis is a sponsor of their Pumpkin Chuck.

Superintendent Ault reported the State has gone to a star reporting system, eliminating the grade system. TRS has received 22 out of 25 stars. They received 5 stars for their progress report and 5 stars for gap closing report (due to COVID) and ranked in the top 10% of schools in the state.

COMMITTEES:

Finance - Mr. Moorman

Dave stated AEP Energy’s natural gas price is $0.839 cents versus Constellation’s price quote of $0.99 cents per Ccf. Each resident has the option to opt out and opt back in with our AEP aggregation program. North Bend’s natural gas aggregation agreement is effective Oct. 2022 – Oct. 2024.

Dave talked about our one-year extension option with Rumpke. Dave Moorman made a motion to agree to extend the one-year agreement with Rumpke pursuant to their new pricing: Waste $14.75/month, Recycling $4.75/month. Bill Deters seconded the motion. Motion carried 100%.

Light, Water and Sewer - Mrs. Romweber

Fran stated the property along St. Annes, from Dollar General to Turnberry is in need of lighting. Dave Moorman has received a few concerns about this and he contacted Duke Energy for pricing. It would cost $1,872 for two “Roadway” lights to be installed on existing poles. The cost for electric and maintenance is $7.52 per month. Max Morgan suggested contacting the Aston Oaks HOA as they may have funds set aside for this project. Dave Moorman made a motion to approve the addition of two “Roadway” lights at the cost of $1,872 and the cost of $7.52 per month to be added on St. Annes Drive, pending consulting with Aston Oaks HOA Board representatives.

Maintenance - Mr. Bonner

Joe Bonner stated the work on Sunset Avenue has been completed. Fran and Joe viewed the work and are pleased with the result. Mayor Sammons stated he’d like maintenance to remove the brush on River Road (on the other side of the railroad tracks – Glenn Wauligman gave permission to use his equipment). Bev Bolser talked about the trough system Joe spoke about at our last meeting to temporarily correct the landslide issue along River Road. She stated we should try to complete this before winter.

Planning & Zoning - Mrs. Bolser

Bev stated the Planning & Zoning committee approved the variance of our two buildings on Post Street. Marilyn is in the process of getting the building permits for their installation.

Planning & Zoning, Continued

The property at 346 River Road is in violation of zoning regulations due to the trailer, deck, additional shed, trash, tires, and vehicles on the premises. Bev has shared information with Scott who will draft a letter to be sent to the owner.

Law & Ordinance - Mr. Morgan

Max talked about the $3,750 stipend from Hamilton County Public Health and the eligible projects for this funding. Max stated the lighting project on St. Annes and the remedy for the landslide project would be eligible for this funding. There may be additional monies from Hamilton County, once this stipend is used.

Mayor Sammons asked Nate to get a quote for new curbing and a 6’ wide sidewalk from our Addyston boundary to the BIERmarkt. He’d like to clean up our entrance to North Bend.

Fran mentioned that Papa Johns has advertising signs on their property. We advised Java Jackets they had to remove all signage, so we need to advise Papa Johns as well. Mayor Sammons mentioned seeing a rental sign in that area.

Beautification – Mrs. Romweber

Fran discussed sending appreciation letters to the people who donated monies for her tree removal project at WHH burial site. Council agreed. Fran Romweber made a motion to send letters of gratitude to patrons who donated monies to the tree removal project. Dave Moorman seconded the motion. Motion carried 100%.

COUNCIL’S OLD BUSINESS

Dave Moorman talked about the TRS Builders Club, where students volunteer to help the community. Could they help in keeping Congress Green Cemetery cleared and landscaped? On Sept. 9th, Mayor Sammons, Bev Bolser, and Fran Romweber met with Erin Bartlett, with the Ohio History Connection, regarding taking over the maintenance of Congress Green Cemetery, at their expense and keeping the “ditch” in front of WHH burial site clear and trimmed. Mayor Sammons committed to providing to Erin Bartlett an estimate of the hours/cost for the Village to maintain Congress Green Cemetery and the ditch in front of WHH tomb. The next step is to get permission from OHC for the cleanup of the cemetery so the Three Rivers volunteer students from the TRS Builder’s Club can assist with the cleanup.

LAW DIRECTOR’S OLD BUSINESS

Scott Sollmann stated he will email a waiver for the parents of the students of the TRS Builders Club to sign before they begin working on these projects.

Scott emailed the updated Employee Handbook to council.

Joe Bonner talked about the wall along St. Annes. He believes the Village of North Bend may have built the wall in 1997. Marilyn will look for information regarding who’s responsible for the wall.

TREASURER'S REPORT
September 26, 2022



To Council Members for Your Information and Review

I appreciate being excused from this month's meeting. Know that the attached September reports show revenue and expenses only through September 16. The exception is payroll and withholding payments through September are included in these reports. Any additional revenue and expenses will be included in October's report.



The State Auditor notified me that we are required to use and independent auditing company for our next 4 audits. State Auditor advised that the Auditor of State (AOS) will not perform our financial audit for the period ending December 31, 2022. We will be placed the AOS' website bid list from September 15, 2022 through September 29, 2022, to solicit bids from independent public accounting firms (IPAs). Next year is our 2021- 22 financial audit.



Please get with Mayor Sammons, Dave Moorman or myself with budget requests for 2023. Approval of the following years' budget is in November per past practice.



We issued no purchase orders this month.

DEPUTY CLERK’S REPORT September 26, 2022 Marilyn Kramer



- I’ve updated our phone/email list to include Nate Redding’s new email and phone numbers. He has been added to Hamilton County’s snowplow contact list. I spoke with Karen, Hamilton County, and they use a program called RAVE, which is a robo call out to all contacts. Joe Bonner is second on list and Mayor Sammons is third.



- Our We Thrive meeting was Friday, September 23, 2022. A few of the topics discussed: Miami Township will begin a Farmer’s Market and would like to include the surrounding jurisdictions to participate; work with fire department and PWC to reduce home hazards; educate residents about lead, radon, carbon monoxide and fire safety. We will incorporate this in Safety Day.



- Halloween is scheduled for Monday, October 31, 2022 from 6:00pm – 8:00pm.



- Our new council meeting date for October is Thursday, October 27th, 2022 at 7:00pm. The Records Retention committee will meet immediately prior at 6:45pm.





- We have a new front door on order from JB Sales, thanks to Dave Moorman, which should be installed next week.



- We are now in the process of getting building permits from Hamilton County for our two new structures.



- I have been working with the railroad company regarding the removal of trees on their property to clear the view of President William Henry Harrison’s monument.



- I’m requesting approval for a new front office computer. (See quote attached). Windows 8.1 will no longer be supported, protected or offer updates as of January, 2023. We purchased this computer in 2015. Fuller Technology could install Windows 10 on my existing computer; that would cost approximately $500-700 for Microsoft license and labor.
