Members Present: Mayor Mr. Rolfes Law Director Mrs. Rentz Councilpersons: Mr. Montague, Mr. Simpson, Mr. Seifert, Mr. Nunnery, Mrs. Romweber Maintenance Supervisor Mr. Gillespie Clerk/Treasurer Ms. Ross Mayor Rolfes opened the meeting with the Pledge of Allegiance. MINUTES: Mr. Seifert moved that the August Minutes be accepted as written. Mr. Montague seconded the motion. Motion carried 100%. TREASURER’S REPORT: Mr. Simpson moved to accept the Treasurer’s Report. Mr. Seifert seconded the motion. Motion carried 100%. Mr. Simpson moved that the Clerk/Treasurer be authorized to pay the bills. Mr. Seifert seconded the motion. Motion carried 100%. POLICE REPORT: Officer Greer reported there were six incidents in the village in September. Five of the six were at 154 Miami Avenue. The 6th was a burglary in an apartment at 22 Washington Avenue. Mr. Montague asked about declaring 154 Miami Avenue a nuisance. Mrs. Romweber said the property is dragging down the village. It was decided that the Safety Committee would meet with the building owner and the Sheriff’s office to discuss solutions. FIRE REPORT: Deputy Chief Steve Ober reported that September had been an uneventful month for the MTFD. There were 32 fire details in the Township of which 0 were in North Bend. There were 76 EMS details in the Township of which 4 were in North Bend. Deputy Chief Ober reported that the Department has had a fundraiser for the Red Cross and Salvation Army for the hurricane victims. Two members of the department were also sent to the area to help in the aide efforts. The Department is also discussing establishing a mutual aide response partner for the Township. They are working with Green Township and Delhi Township regarding this effort. Members of the Department are also working with Greater Cincinnati Hazmat and taking classes in the procedures to protect citizens from hazardous materials. He noted that sirens would sound for: tornado, severe thunderstorm with tornado watch, hazardous problems. Citizens are encouraged to listen to media to distinguish the problem, as the sirens no longer differentiate by tone. GUESTS None COUNCIL OLD BUSINESS None SOLICITOR OLD BUSINESS: None MAYOR’S OLD BUSINESS: None. COMMITTEES: Finance In the absence of Mr. Albu, Clerk/Treasurer Sheryl Ross reported that the finance committee will do an ordinance to take effect on 1/1/06 to establish the legal level of control for funds to be at the fund level as suggested by the auditors. Mayor Rolfes requested that the Clerk/Treasurer look into purchasing CD’s with some of our money as we had received an almost $40,000 inheritance tax. Light, Water and Sewer Mr. Nunnery reported that he had a meeting with the Addyston Water Works on the costs to repair some water mains in the Village. Because of this becoming a possible litigation issue he reported that Council would discuss the meeting in executive session. Maintenance Mr. Seifert said he would discuss personnel issues in executive session regarding the part time employees. Mr. Seifert requested to attend a seminar on October 4th at a cost of $35. Mr. Montague made the motion that we send Mr. Seifert to the Planning Review Seminar. Mr. Nunnery seconded the motion. Motion carried 100%. Mr. Gillespie reported that a portion of the road near the Tomb needs work. It was decided to wait until the Brower Road project is complete before making the repair. Mr. Gillespie said Post Avenue had been repaired as well as Symmes Avenue where MSD had worked. On September 19 there were two water main breaks leaving many areas of the Village without water. It was a unique situation but they decided that the Fire Department should be notified immediately as it was crucial to them to know in case of fire. They will discuss the issue with the communication center. Police & Fire Mr. Simpson said he is still working on a written agreement with the Aston Oaks Home Owners concerning an agreement with the Village responsibility on streets signs in Aston Oaks. Planning and Zoning None Law & Ordinance Mrs. Romweber provided a written report from the Law and Ordinance Committee. They made recommendations for requests for street closings, green space preservation and parking of trailers and boats as they relate to our current ordinances. COUNCIL NEW BUSINESS: None. SOLICITOR NEW BUSINESS: Solicitor Rentz read the 3rd reading of Ordinance 2005-10 concerning the renewal of our contract with Hamilton County Regional Planning for the remainder of 2005 and year 2006. Mr. Montague made the motion to accept Ordinance 2005-10. Mr. Seifert seconded the motion. Motion carried 100%. Mrs. Rentz read the first reading of Ordinance 2005-11 that mimics Hamilton County’s Earthworks ordinance. MAYOR’S NEW BUSINESS: Mayor Rolfes read Solicitor Mrs. Rentz’ letter of resignation effective December 31, 2005. Mayor Rolfes reviewed the Solicitor’s memo concerning insurance risk management concerning Village risk issues. He will write a letter to our insurance carrier concerning our addressing of the risk issues recommended from the assessment. Mayor Rolfes reported that the Development Program application must be submitted by November 2005. He requested that Mr. Seifert communicate the deadline to JMA our Village Engineers. Mayor Rolfes reported that we are moving forward this year with Washington Avenue and the $30,000 grant. He reported that the North Bend United Methodist Church is celebrating its 100th anniversary. Mr. Simpson and Mayor Rolfes will issue a proclamation to recognize this anniversary. Mayor Rolfes announced the October meeting of the North Bend Village Council is changed to the 24th due to Halloween. EXECUTIVE SESSION Council moved to executive session to discuss Personnel Matters and Addyston Water Works issues. Council returned from Executive Session. OPEN TO THE FLOOR: Mr. Phil Weinkamp asked about the Aston Oaks retail space on US50. It was reported that the new owner, Mr. Dwayne Means, and Alan Montague, Todd Kinskey will meet concerning ideas and requirements for developing that area. It was stated that a buffer between the area and private residential area would be required. ADJOURNMENT Mr. Montague moved the meeting be adjourned. Mr. Seifert seconded the motion.
